As chairman of the Banking and Currency Committee, Congressman Carter Glass worked with Senator Robert Owen and President Woodrow Wilson to pass the Federal Reserve Act. As Comptroller of the Currency, Carter Glass served as an ex-officio member of the Federal Reserve Board from December 16, 1918, to February 1, 1920.
