As a result, when t he Na tional Government was faced with the necessity of dealing with widespread distress in rural areas, the requisit e knowledge of the human elements in the situation was far from co mp l ete . To supply such knowledge general na tional pictures were nec essary as well as de tail ed analyses of l~cal c onditi ons. For this reason the Federal Emer gency Reli e f Administration early decided to centralize only part of its p r ogram of study in Washing to n and. to st im1.,-:. l a t e local res earch in the Stat e agr icultura l colleg es . Through t he Pla n for Coop erative Rural Re- s earch developed in t he l a tt e r part of 1934 St a te supe rYi sors of rural research wer e appointed in the various States and provided with the staffs necessary for conducting l arge -sca l e fi e ld surveys . Not only wer e the sup ervi sors r espons ible fo r the coll ection of data in connecticn with studies set u p in the Washing t on office but t hey were a ls o encourag ed to initia te l ocal res ea rch p r oj ects. Results While it is to o ea rly to evaluat e the full r e sult~ ema nating from the fir st 4 years of t he ope r ation of the Plan for Coope r ative Rur al Res r:: a rch, it is cl ear that it has had an importP.nt effect on t he developme~t of rural sociology and rural r esearch throughout the United Stc1.t e s. A number of States , in orde r to t ake full advant age of the c oope r ative p l a n , s trengthened their d epa rtments of rural sociology and of rura l s ocial r es earch. In p ractically all States included in the c oop e rative arrangement , rural social res earch was expanded and was more carefully g eared to p ractical probl ems of administration than hitherto. The utility of the var- i ous surveys for Sta t e as well as na t ional administrativ e purposes was c onstantly s tre s s ed. While the data included in more than 100 such bulletins have been incorporated subsequently into research monographs, in numerous instances bulletins on topics which did not warrant the more extensive treatments afforded by the monographs and special r eports have been made available. such r esearch b1.illetins have been published. Not only have the studies had defi nite utility in making avail- able accurate and. concrete data but also many of them have attracted gene r al att ention to special problems within the State s and have led to a kee ne r a pp r eciation of t he value of so cial r esearch. In a number of instances the Plan for Coopera tive Rura l Res earch has b een instrumental in bringing the r esearch worke rs more closely in touch with t he various State agenc i e s and in fost eri ng the develo pment of coope r a tiv e arr angements with them. I n August 1933, E. L. Kirkpatrick of th e Wisc onsin Ae ri cultural Expe riment Sta ti on joined the sta ff of the Fede r a l Eme rgency Reli ef Administration as Rural Relief Advisor. The first con- side ration in selecting States to include in the early surveys was roughly to scatt er the sample areas over representative parts of the United Sta tes, taking into a ccount the 9 ri~cipal typ e- of-farming areas . Much of the cooperative research during the latter part of 1933 and early 1934 was cP. rried on in connect ion Tii th the short-lived Civil Works Administre.ti on. Then, in July 1934, as a result of the propos ed expansion of rura l resea rch a special Rura l Sectio n was orga.nized within t he Division of Re search and Stati s tics of the FERA, and Dwi ght Sande rs on of the Department of Rural Soc i a l Org~nization, Corne ll Univ e r sity , became the first Coordina tor of Rura l REs eP.rch .
