ABSTRACT: As part of the survey of the needs of laborers migrating across State lines, in accordance with Senate Resolution 298, the Secretary of Labor requested the Works Progress Administration to repeat in September 1936 a survey of the transient and homeless population that was made in a number of cities during the latter part of September 1935. This report presents and compares the findings of the two surveys. Although the emphasis throughout is on the findings of the September 1936 survey, the report is primarily a comparison of conditions that existed at the time transient bureaus stopped intake with conditions 1 year later.
