INSTRUCTIONS

This Cipher Code has been compiled to meet the
requirements of telegraphic correspondence between the
Examiners and Receivers, with special reference to
brevity, secrecy, and economy.
The Examiner and Receiver should study the Code
carefully, so as to become familiar with its use, should
always have it with them, and should regard it as
strictly confidential, being careful not to allow it to
fall into other hands.
In preparing a message in cipher ample space should
be left between words and sentences to avoid their
being run together by the telegraph operator. The
writing should be legible, and to insure accuracy opera­
tors should be requested to read messages to the
Examiner or Receiver before they are forwarded.
A variety of phrases have been carefully selected and
arranged, which experience in the conduct of official
telegraphic correspondence has shown to be most appro­
priate and essential, by the proper use of which many
sentences or messages may be expressed by a single
cipher word.
Please note that there are a number of phrases under
each of the following initial words:

R un----Where no cipher word is given for a phrase which it
is desired to use, single wcrds will be found with which
to construct a sentence. The first letter of any cipher
word will be the same as that of the word or phrase it
represents.
The Examiner (or Receiver) should sign the initials
only of his name to the message, giving in cipher his
official title. The cipher words for Examiner and
Receiver are “Equitant” and “Rambler”, respectively.
Cipher words will be found commencing with the
letter “ Q” on pages 91 and 92 to express numerals and
should be used to indicate sums of money, dates, and
numbers.
