Most folders in this collection have a memo from the National Archives and Records Administration describing their arrangement. Due to normal use of the physical collection, there are discrepancies and irregularities throughout and the contents may no longer perfectly match the arrangement described. The folders have been digitized as-is, with only clear misfiling corrected.

The physical holdings are split into two unlabeled boxes, but have been presented here as one collection.
