THE WEEK'S HIGHLIGHTS:
■ 77ze t/.S. good's and services trade deficit measured $11.6 billion
in February, a modest improvement from January’s $12.7 billion
deficit. This two-month total nearly equals the $26.5 billion deficit
registered in the fourth quarter of 1996.
■ Industrial production rose at an 11.1 percent annual rate in March, as
capacity utilization—measuring 84.1 percent—rose to its highest rate
in two years. Total production rose 5.6 percent from a year earlier.
■ Privately owned housing starts were at an annual rate of1,425,000
units in March, off 6.4 percent from February’s pace. For the first
quarter, starts were at an annual rate of1,441,000 units, up 1.8 percent
from the fourth-quarter rate.
■ The consumer price index (CPI-U) advanced at an annual rate of
0.8 percent in March. After rising at a 3.3 percent rate in the fourth
quarter, consumer prices rose at a 2.4 percent rate in the first quarter.
■ Prices at the producer level (PPI) fell at a 0.9 percent annual rate
in March, the third straight decline, contributing to a 0.7percent
drop for the first quarter. In contrast, the PPI rose at a 3. 9 percent
rate in the fourth quarter of 1996.
■ The nominal value of retail sales rose at a 2.4 percent annual rate
in March. Still, because of brisk sales in January and February,
first-quarter retail sales growth was the largest since the second
quarter of 1987, measuring 13.1 percent.

The adjusted monetary base is the sum of Federal Reserve deposits and vault cash held by domestic depository
institutions, currency held by the public, and on adjustment for the effect of chonges in reserve requirement
rotios. The monetory base series was recently revised to include Federal Reserve deposits used to satisfy
