wage sca les w ere between $2.50 and $3 for
about one-fifth of these op erators, between $3
and $3.50 for alm ost three-tenths, and from
$ 3.50 to $4 for nearly half of those su r­
veyed.
Scales for e l e v a t e d and s u b w a y
equipment op erators, all exceeding $3.25 an
hour, w ere m ore clo se ly clustered.
Tw ofifths of these op erators, in Chicago and New
York City, had scales between $3.4 0 and
$ 3.60 an hour, and a slightly sm aller p ro ­
portion, all in New York City, had scales
ranging from $4 to nearly $ 4.2 1.

Summary
A ccording to the Bureau’ s m ost recent
annual survey, union wage scales for lo c a ltransit o p e r a t i n g em ployees in c i t i e s of
100,000 population or m ore averaged $ 3 044
an hour on July 1, 1968.
The average was
6 .6 percent higher than the previous year and
raised the Bureau’ s index of these scales to
156.3 (1957-59= 100).
The 1967-68 advance
was the largest cen ts-per-h ou r increase (21
cents) since the annual studies began in 1929.
L arger percentage in crea ses, however, w ere
record ed in 1966—67 (6. 8 percent), 1951—52
(7 .5 percent), as w ell as for the 3 years im ­
m ediately following World War II (table 1).

Straight-tim e weekly h o u r s w ere r e ­
p o r t e d for loca l-tra n sit operating em ploy­
ees in 54 of the 67 cities surveyed. These
weekly hours, applicable to about 95 percent
of the w ork ers, averaged 40.2 on July 1,
1968.
(See table 3 .) A scheduled straighttime workweek of 40 hours, which was in
effect in about 4 out of 5 cities reporting
i n f o r m a t i o n on weekly hours, applied to
nearly 9 out of 10 operators of surface equip­
ment and to all operators of elevated a n d
subway equipment.

The average wage scale for operators of
surface cars and buses— nine-tenths of w ork ­
ers covered by the survey— was $3.40 an
hour, com pared with $3,79 for operators of
elevated and subway equipment. (See table 2.)
Chicago and New York City accounted for
seven-eighths of the e l e v a t e d a n d subway
equipment op erators, but for only one-fourth
of the surface car and bus operators covered
by the survey.
Between July 1, 1967, and
July 1, 1968, average wage scales for both
groups of w orkers advanced 21 cents— a 6. 7
percent increase for operators of surface
ca rs and buses and a 5. 9 percent in crease
for elevated and subway op erators.

Information on em ployer contributions
to insurance and pension funds is shown in
table 9.
Scope and Method of Study

The current study showed that nearly all
of the loca l-tra n sit operating em ployees su r­
veyed received upward scale adjustments dur­
ing the year. (See table 4.) Wage scales rose
4 to 6 percent for alm ost one-half of these
em ployees, including those in Los A ngeles,
New York City, Philadelphia, and sm aller
cities such as Denver, L i t t l e R o c k , New
Haven, and N orfolk. Slightly m ore than on etenth of the w orkers received in creases of 3
to 4 percent, and a sim ilar proportion r e ­
ceived scale in creases of 8 to 9 percent.
Hourly wage scales for one-fifth of the w ork­
ers advanced 9 percent or m o r e b e t w e e n
July 1, 1967, and July 1, 1968.

Union scales in this bulletin are those
scales agreed on through collecting bargain­
ing between trade unions and em ployers, and
are defined as (l) the basic (minimum) wage
rates (excluding holiday, vacation, or other
benefit payments regularly made or credited
to the w orker each pay period), and (2) the
maximum schedules o f hours at s t r a i g h t time rates. Scales exceeding the negotiated
m i n i m u m , which m a y be paid for special
qualifications or other reasons, are not in ­
cluded.
The inform ation presented in this bul­
letin was based on union scales in effect on
July 1, 1968, a n d c o v e r e d approximately
56,000 loca l-tra n sit operating em ployees in
67 cities that had populations of 100,000 or

Data w ere obtained

representatives visited loca l union officials
to obtain the desired inform ation.
The current survey was d e s i g n e d to
reflect u n i o n w a g e scales of loca l-tra n sit
operating em ployees in all cities of 100, 000
population or m ore (excluding Honolulu). All
cities that had 500, 000 population or m ore
w ere included, as w ere m ost cities in the
250,000—500,000 group.
The cities in the
100, 000—250,000 group s e l e c t e d for study
w ere distributed widely throughout the United
States. Data for some cities w ere weighted
to com pensate for cities not surveyed.
To
p r o v i d e appropriate representation in the
com bination of data, each geographic region
was considered separately when city weights
w ere assigned.




In addition to data for the 67 cities su r­
veyed, table 9 contains inform ation on wage
and hour sca les in cities which w ere within the
scope of the survey but w ere not included in
the study.
This inform ation, obtained from
secondary sou rces, was not used in any of the
other tables.
Average hourly sca les, designed to show
current le v e ls, w ere based on the top scale
reported in each city on July 1, 1968. Indi­
vidual top scales were weighted by the number
of union m em bers at that scale in the area.
These averages are not designed for p re cise
y e a r-to -y e a r com parisons because of flu c­
tuations in m em bership and in the c la s s ifi­
cations studied. Average ce n ts-p e r-h o u r and
percent changes from July 1, 1967, to July 1,
1968, how ever, w ere based on com parable
quotations for the various job classification s
in both p eriods, weighted by the m em bership
reported for the current (1968) survey. The
index s e rie s, designed for trend purposes,
was constructed sim ilarly.
