Scope and M ethod of Study
Union s c a l e s ar e t h o s e a g r e e d on
through c o lle c t iv e bargain in g betw een trad e
unions and e m p lo y e r s , and d efin ed as (1) the

gain r e c o r d e d in the y ea r ending July 1, 1961,
and advan ced the B u rea u ’s ind ex (1957—59=100)
o f union h pu rly s c a le s fo r lo c a l-t r a n s it o p e r ­
ating e m p lo y e e s to 121.5 (table 1).
The advance r e fle c t e d gains of 3. 7 p e rc e n t
fo r o p e ra to rs oi s u rfa c e c a r s and b u ses and
3.8 p e rc e n t fo r th ose on elev a ted and subw ay
equipm ent.
On a c e n t s -p e r -h o u r b a s is , the
in c r e a s e in a v era g e s c a le s w as 9 cen ts and
10 cen ts, r e s p e c t iv e ly (table 2).
W age ra tes w e r e a dju sted upw ard betw een
July 1, 1962, and July J, 1963, fo r 97 p e r ­
cent of the o p e r a to r s of s u rfa c e c a r s and
b u ses and fo r a ll of th ose on elev a ted and
subw ay equipm ent. A lthough individu al s ca le
in c r e a s e s v a rie d fr o m 2 to 3 772 cen ts fo r s u r ­
fa c e equipm ent o p e r a to r s , r a is e s of 10 cents
w e r e a p p lica b le to a fifth of th ese w o r k e r s .
S ca le s advan ced 6 to 8 cents fo r a lm o s t a
sixth ; 8 to 10 cen ts fo r a seventh; and 12 cents
o r m o r e fo r a fourth . The advance w as le s s
than 6 cen ts fo r about a sixth.

F o r op era tin g e m p lo y e e s on elev a te d and
subw ay s y s te m s , s c a le in c r e a s e s of 11 cen ts
w e r e r e c o r d e d fo r a fou rth ; of 8 to 10 cen ts
fo r a th ird ; and o f 10 to 11 cen ts fo r a lm o s t
another th ird (table 4).

of the o p e r a to r s of s u rfa c e c a rs and b u s e s ,
$2.75 o r m o r e fo r tw o -fifth s , and $2.25 to
$ 2.5 0 fo r a l m o s t a sixth.
F o r o p e r a to r s
o f e le v a te d and subw ay equipm ent, n e a r ly
th r e e -fifth s had s c a le s of $2.5 0 to $2.75 an
hour and s lig h tly m o r e than tw o -fifth s had
s c a le s of at le a s t $2.75 an hour (table 5).
This so-ca lled top rate actually becom es the em ployee's
basic scale after a specified period o f em ploym ent with the com ­
pany. It is not a m aximum rate in the sense that the company
may not pay m ore.

entirely or in part by the em ployer. Plans financed by workers

of benefits provided or on the expenditures for such benefits.
