The a v e ra g e s w e r e $2. 26 and $ 2 . 0 4 , r e s p e c tiv e ly , fo r the grou p of c itie s w ith 250, 000 to 500, 000 and of 100,000 to 250, 000 popu lation . Within each p opu lation s iz e grou p, a v e ra g e h ou rly ra te s v a r ie d w id ely am on g the individu al c it ie s . The sp rea d o f the a v e ra g e ra te s w as n a r r o w e s t (28 cen ts) in the la r g e s t s iz e d c it ie s and w id e s t(5 8 cen ts) in the s m a ll e st s iz e studied. O verlap pin g of a v e ra g e s c a le s e x is te d am ong c it ie s in the v a rio u s popu lation g rou p s. F o r ex a m p le, the a v e ra g e h ou rly ra te f o r Seattle, W ash. ( $ 2 . 5 0 ) , in the 250, 000 to 500, 000 p opu lation grou p, was e x c e e d e d b y on ly 5 of the c itie s with 500, 000 or m o r e p opu lation . On tra n sit ( $ 2 . 47) ($1.92) a re g io n a l b a s is , s c a le s fo r l o c a lop era tin g e m p lo y e e s a v era g ed h ig h est in the G rea t L akes r e g io n and lo w e st in the Southeast re g io n . A m on g the re m a in in g seven re g io n s , the P a c ific ( $ 2 . 4 4 ) and the M iddle A tla n tic ( $ 2 . 4 2 ) had s c a le s a v era g in g in e x c e s s o f the $2. 37 n ation al le v e l and only tw o r e g io n s , the Southw est ( $ 2 . 0 9 ) and M ountain ( $ 2 . 0 5 ) , had a v e ra g e s o f le s s than $2. 28 an hour (table 7). S tra ig h t-tim e w e ek ly h o u rs w e r e re d u ce d in th ree c it ie s , and in c r e a s e d sligh tly in one city . The m o s t co m m o n standard w ork w eek co n s is te d o f 40 h ou rs as in the p re v io u s year. This sch ed u le w as in e ffe c t in about tw o -th ird s o f the c itie s studied. A ll o f the op era tin g e m p lo y e e s on elevated and subway c a r s and fiv e -s ix t h s o f the o p e r a to r s of s u r fa c e equipm ent had such sch ed u les (table 8). H ealth, In su ra n ce, and P e n sio n P lan s L a b or-m a n a gem en t a g re e m e n ts containing p r o v is io n s fo r one o r m o r e health, in su ra n ce , o r p e n sio n plans w e r e in e ffe c t fo r about 95 p e r c e n t o f the lo c a l-t r a n s it op era tin g e m p lo y e e s . 4 Health and in su ra n ce plan s f i nanced jo in tly b y e m p lo y e r and e m p lo y e e c o n trib u tion s c o v e r e d a lm o s t fo u r -fift h s of the lo c a l-t r a n s it o p e r a to r s .
