These averages are not measures for yearly comparisons because of annual changes in union membership and in classi fications studied. Union wage scales of motortruck drivers and helpers advanced 3,5 percent or 5 cents an hour between July 1,1949, and July 1,1950. The aver age hourly scale on July 1, 1950, was $1.56 for drivers and helpers combined, $1.60 for drivers and $1.34 for helpers. Scale increases effective during the year ending July 1, 1950, were less widespread than in the preceding 12-month period. Slightly over half of the drivers and helpers had scale advances be tween July 1, 1949, and July 1, 1950, whereas four-fifths received upward adjustments in the previous year. The standard workweek declined slightly during the year, and averaged 42.0 hours on July 1, 1950. The typical straight-time workweek consisted of 40 hours and prevailed for seven-tenths of the local motortruck drivers and helpers included in the survey. Indexes of Union Hourly W age Rates and W eekly Hours for Motortruck Drivers INDEX Scope and Method of Study Information contained in this report is based on union scales in effect on July 1, 1950. It covers over 250,000 drivers and 40,000 helpers employed in local trucking in 77 cities ranging in population from 40,000 to over 1,000,000. Over-the-road drivers and local city drivers paid on a mileage or commission basis were excluded. Data were ob tained primarily by mail questionnaire and from regional representatives of the International Broth erhood of Teamsters, Chauffeurs, Warehouse men and Helpers of America (AFL); in some cities, data were obtained from local union officials by Bureau representatives. Union scales are defined as the minimum wage rates and maximum schedules of hours (before payment of premium overtime) agreed upon through collective bargaining by employers and trade-unions. Rates in excess of the negotiated minimum which may be paid for special qualifica tions or other reasons are not included. UNITED STATES DEPARTMENT OF LABOR BUREAU OF LABOR STATISTICS Trend of Union Wage Scales The 3.5-percent increase in union scales for motortruck drivers and helpers between July 1, 1949 and July 1, 1950 advanced the index of union hourly rates to 195.9 (June 1, 1939=100)— the smallest annual increase since the close of World War II, and compares with an 8-percent (1 ) 2 rise in the previous year. (See table 1.) In creases of 11, 15, and 9 percent, respectively, were achieved during the 3 years following VJday. These upward movements in levels of union scales during the last 5 years account for nearly three-fifths of the total advance since 1939. . Of those receiving scale advances, about 4 of every 5 had adjustments ranging from 5 to 15 cents. Although scale increases varying from less than 5 to more than 40 cents an hour were provided in individual contracts, the typical advance was for 5 or 10 cents an hour. Some drivers in each of the 77 cities studied received a wage increase between July 1, 1949, and July 1, 1950. The extent of these increases on a city basis ranged from an average of less than 1 percent in Butte, Manchester, and Spokane to 15 percent in Wichita. In 47 cities, the advance averaged between 5 and 10 cents an hour; in 24 cities, it amounted to less than 5 cents. Average increases in union scales for drivers in 5 cities— Grand Rapids, Indianapolis, St. Louis, Wichita, and Youngstown exceeded 10 cents an hour. Of the 71 cities in which union helpers were covered, 6 reported that the scales in effect on July 1, 1949, still prevailed. A comparison of the union scales in effect on July 1, 1950, for motortruck drivers and helpers with those existing on July 1, 1945, illustrates the extent of postwar adjustments. On July 1, 1945, nearly half of the drivers and over three-fourths of the helpers had hourly union scales of less than $1, and less than 1 percent of the drivers and help ers received as much as $1.50 and $1.25, respec tively. In 1950, however, only 1 percent of the drivers and 5 percent of the helpers were employed at hourly union scales under $1, while nearly 75 percent of the drivers had hourly scales of at least $1.50 and a similar proportion of the helpers were covered by contracts stipulating hourly scales of $1.25 or more. City and Regional Rate Differentials In addition to city and regional rate differen tials that exist for motortruck drivers and helpers, wide variations in wage scales are also evident among the various classifications of commodities hauled as well as the sizes and types of trucks operated within individual cities. Sound inter city comparisons or Nation-wide combinations of rates based on commodities handled, industry and/or size and type of truck are not possible be cause of the variation in the classifications and terminology used among the cities. Table 6 illustrates the wide variation as well as the relationship that exists between the rates of union drivers and helpers in 6 important cities in various sections of the Nation. On July 1, 1950, average union scales for drivers varied from 99 cents in Charlotte, N. C., to $1.84 an hour in Oakland, Calif. (See table 8.) In each classification, the differential was 58 cents. The Middle Atlantic and Great Lakes regions were the only other regions in which wage levels for both drivers and helpers equaled or exceeded the national averages. Only in the Southeast and Southwest were the averages for drivers below $1.25 an hour and only in the Southeast was the wage level for helpers less than $1 an hour. Standard Workweek 1Less than 0.05 of 1 percent. Union scales for helpers averaged highest in Oakland ($1.71) and lowest in Jacksonville ($0.73). In nine other Southern cities, average scales for helpers were below $1 an hour. Scale levels in four additional West Coast cities— Portland, San Francisco, Seattle, and Spokane also exceeded $1.50 an hour. When the cities are grouped according to popu lation, average rates for motortruck drivers were highest in the population group of 1 million and over and were progressively lower in each of the other smaller sized population groups studied (table 7). However, New York and Chicago ranked fifth and sixth, respectively, and Philadel phia twentieth in city levels whereas Phoenix, Ariz. (in the smallest size city group), ranked twelfth. Average wage scales for helpers followed a pat tern similar to that of the drivers, although here again the highest city levels were not confined to the largest size population group. Wage scales for motortruck drivers and for helpers averaged highest on the Pacific Coast and City Helpers The standard workweek for motortruck drivers and their helpers showed a slight decrease and averaged 42.0 hours on July 1, 1950. Since 1939 the average work schedule has shown a reduction of about 8 percent and indicates a definite trend toward the 40-hour and away from the 48-hour straight-time workweek. On July 1, 1945, 48 hours was the typical workweek for twofifths of all drivers and helpers while only threetenths had a 40-hour week. However, on July 1, 1950, 7 of every 10 drivers and helpers had a straight-time workweek of 40 hours. Contracts which stipulated workweeks of 48 hours or more applied to one of every five workers in the study. Union Scales of Wages by City and Classification Table 10 presents union scales of wages and hours in effect on July 1, 1950, and July 1, 1949, for each classification of truck drivers and helpers in each of the 77 cities included in the study. Where more than one union rate was in effect for the same classification in a particular city all rates are listed with the letters A, B, C, etc., designating the various effective agreements.
