collections of Social Security taxes under the Federal Insurance
Contributions Act for old-age Insurance (less reimbursement t to the
General Fund of the Treasury for admlnlstratlTe expenses) hare been
deducted from total budget receipts in the Dally Treasury Statement
to arrlTe at a figure called net receipts.
Such deduction Items are
reflected under trust account receipts as net appropriations to the
Federal Old Age and Survivors Insurance Trust Fund.
In the above
statement, similar treatment has been accorded net transfers to the
Federal Old-Age and Survivors Insurance Trust Fund (formerly Old-Age
Reserve Account) made during the fiscal years 1936 to I9U0, In order
to facilitate comparison with later periods.

Study of Individual Income Tax Returns Concerning Differences
Between State of Residence and State of Filing
A recent study of all Federal Individual Income tax returns for 1936 shows that while
ordinarily a taxpayer's place of residence and his filing district are located In the same
State, some taxpayers living In one State file their Income tax returns In another State.
The present tabulation represents part of an extensive study of Federal tax returns
recently oompleted under the sponsorship of the Treasury Department, Division of Tax
Research, with funds allooated to the Department by the Commissioner of Work Projects
under authorization of the President. It supplements material published In "Statistics of
Income for 1936
Part 1J and In "Statistics of Income Supplement Compiled from Income Tax
Returns for 1936".

The Revenue Act of 1936 and accompanying Regulations governing the filing of the 1936
returns provided that a return should be filed in the district of the taxpayer's legal
resldenoe or that of the principal place of his own business, and that returns of Individuals with no legal resldenoe or place of business In the United States should be filed
at Baltimore, Maryland. (Revenue Act of 1936, Section 53 (h)(1), and Regulations 9^»
Article 53-5.) A number of taxpayers who obviously failed to follow the filing requirements were mainly salaried workers and wage earners who filed In the district In which
