The present tabulation represents part of an extensive study of Federal tax returns recently oompleted under the sponsorship of the Treasury Department, Division of Tax Research, with funds allooated to the Department by the Commissioner of Work Projects under authorization of the President. It supplements material published In "Statistics of Income for 1936 Part 1J and In "Statistics of Income Supplement Compiled from Income Tax Returns for 1936". , The Revenue Act of 1936 and accompanying Regulations governing the filing of the 1936 returns provided that a return should be filed in the district of the taxpayer's legal resldenoe or that of the principal place of his own business, and that returns of Individuals with no legal resldenoe or place of business In the United States should be filed at Baltimore, Maryland. (Revenue Act of 1936, Section 53 (h)(1), and Regulations 9^» Article 53-5.) A number of taxpayers who obviously failed to follow the filing requirements were mainly salaried workers and wage earners who filed In the district In which they were employed, and taxpayers required to file In Baltimore who erroneously filed In In a few cases It was not possible to determine the resldenoe of a taxother districts. payer elnoe residential address was not given as required when the return was filed at the business address. Returns that gave no address, numbering less than 1,600, were excluded from the study. Of the total of 5,367,580 Individual returns tabulated, Including 57, ^9 returns of estates and trusts filed by fiduciaries, 5> 191. 223 returns showed resldenoe of taxpayers The remaining 176,357 returns, or 3«3 percent of the total, to be within State of filing. reported residence outside State of filing. (See Table I.) However, Included In the latter total are the returns of 10^,497 residents of the District of Columbia and ^,55^ "foreign" residents who filed In Maryland, and '4-.350 returns of residents of Alaska who Excluding filed In Washington according to filing requirements. (See Tables III and IV.) this group of returns, the number of returns filed outside of State of filing is reduoed Explanation of the minor variations to 62,956, or 1.2 percent of all returns tabulated. existing between the two classifications for these returns can be found to a large extent in the proximity of State of resldenoe to that of filing, notably in the case of New Jersey and Connecticut residents who filed In New York. As In the oase of number of returns, the amount of statutory net lnoome 1/ reported on returns showing resldenoe outside of State of filing represented only a small proporComparison by Individual States of the tion (3. percent) of all such Income reported. Income reported on a resldenoe basis as against a filing basis of classification shows (See Table II.) 2/ essentially the same relationship as Is shown for number of returns. 'J- The practice of classifying Individual -Income tax returns on the basis of the filing districts of the taxpayers has long been followed In compiling State data In "Statistics The data presented here show that classificaof Income" and other official statistics. tion of returns on the basis of reported residence does not result in substantial differThe items reported by nonresidents In each State offset ences between the two methods. to a considerable extent the Items reported on returns of residents filing In other States. 1/ 2/ Statutory net incoma (or deficit) represent! the amount of gross income reported on Pome 10U0 and 10UOA minus deductions claimed by the taxpayer. Credits against net income allowed for tax computation are not included in deductions. Tablee similar to Tablee I and II for the items total income, total deductions, and salaries and wages, are available in source books on file with the Treasury Department. Also available is a more detailed table from vhich Tables III and IV were derived and a similar table relating to statutory net income. 52 Table I.- Reconciliation of Individual Income Tax Returns for 1936 as between State of Filing and State of Residence States and territories ?l. l»73 Alabama Alaska Arizona Arkansas California 1/ 17.239 l6,96l "2", 250 Colorado Connecticut Delaware District of Coluobli Florida < Georgia Hawaii Idaho Illinois Indiana Total number of re tarns filed In State Deduct returns filed by non-residents "77 Add returns filed by residents In other States 37" ".366 1/ 221 155 5.2"7 i/ 293 208 1.661 1*0,100 31*9 323 ll6.2"3 13.588 937 3.2"7 11" If •5.557 , U8.951 15.173 l *. 697 Ul7.nl* 1 100,11*8 33 106, 180 1/ i/ i/ 102.3 "6.596 61*6 636 "27 15.
