' The reporting forms and instructions If used in the Treasury International Capital (TIC) Reporting System have been revised a number of times to meet changing conditions and to increase the usefulness of the published statistics. Revisions to the reporting forms are part of an ongoing effort to ensure the adequacy of the Treasury capital movements statistics for analysis and policy formulation with respect to the International financial position of the United States and on movements of capital between the United States and foreign countries. Basic Definitions The term "foreigner" as used In the Treasury reports covers all Institutions and Individuals domiciled outside the United States, including U.S. citizens domiciled abroad, and the foreign branches, subsidiaries, and offices of U.S. banks and business concerns; the central governments, central banks, and other official Institutions of foreign countries, wherever located, and international and regional organizations, wherever located. The term "foreigner" also includes persons In the United States to the extent that they are known by reporting Institutions to be acting on behalf of foreigners. In general, data are reported opposite the foreign country or geographical area in which the foreigner Is domiciled, as shown on the records of reporting Institutions. For a number of reasons, the geographical breakdown of the reported data may not In all cases reflect the ultimate ownership of the assets. Reporting institutions are not expected to go beyond the addresses shown on their records, and so may not be aware of the country of domicile of the ultimate beneficiary. Furthermore, U.S. liabilities arising from deposits of dollars with foreign banks are reported generally in the Treasury statistics as liabilities to foreign banks, whereas the liability of the foreign bank receiving the deposit may be to foreign official Institutions or to residents of another country. Beginning April 1978, the following major changes were nsde In the reporting coverage: amounts due to banks' own foreign offices are reported separately; a previous distinction between short-tem and long-term liabilities was eliminated; a separation of the liabilities of the respondents themselves from their custody liabilities to foreigners; and foreign currency liabilities are only available quarterly. Also, beginning April 1978, the data on liabilities were made more complete by extending to securities brokers and dealers the requirement to report certain of their own liabilities and all of their custody liabilities to foreigners. Section II presents the claims on foreigners reported by banks In the United States. Beginning with data reported as of the end of April 1978, a distinction was made between banks' claim* held for their own account and claims held for their domestic custonsers.
