November 1947 A-l Treasury Financing Operations October Certificate Maturity On October 19'+7. 1, there macured a one-year leaue of f/S percent oertlfloatea of indebtedness outstanding In September 22, the amount of $l,Wo million. Secretary of the nounced the offering of On the Treasury an- a new one-year 1 percent certificate Issue In exchange, par for par, for the maturing certificates. Cash subscriptions were not received. The new certificates carry the Issue date terest from that of October date at IS^J the rate 1, , and bear Inof 1 .percent per annum. Interest will be paid In full with the principal on the maturity date, October 1, 19'*^. The certificates were Issued In bearer form only, In denominations of $1,000, $5,000, $10,000, $100,000, and $1,000,000. Government securities Indicate that on August 31, igit-T, about 52 percent of the $l,Wo million of certificates maturing October porting commercial Banks. The banks ownership 1 and were owned by reFederal Reserve figures for August 31 are the latest available. Treasury Bills Refunded In September There were four maturing Issues of Treasury bills In September, totaling $5.0 billion. The first three maturities were for $1.3 billion each and the fourth for $1.1 billion. Each Issue was refunded In full. The average rate of discount for the first of the four new Issues, which was dated September 4-, was O.766 percent, and for the remaining Issues, O.7S9 percent, 0.S02 percent, and O.SOS percent, respectively. Subscription books were opened on September 22 and were issue the close of business on at Exchange subscriptions for the new closed September 2^, amounted to $1, 35''- million, leaving $S6 million to be paid In cash.
