The Act also provides relief from Federal taxation for years prior and local to 1039 of certain State officers and employees; and likewise prohibits the collection of State and local income taxes after April 12, 1939 on the compensation of certain Federal officers and employees received In years prior to 1939, Formerly, although the Federal Income tax applied to the compensation of all Federal officers and employees. State income taxes, while applying generally to the compensation of State and local officers and employees, did not apply to the compensation of Federal officers and employees, also because of such constitutional prohibitions. In connection with the consideration of this legislation by the Seventy-sixth Congress, the Treasury Department was required to assemble and analyze information concerning the number and compensation cf Federal, State, and local officers and employees. The findings of this analysis are summarized in the accompanying tables. The data for State and local governments, the Federal Judiciary, the Library of Congress, and the Federal executive agencies, except those specified below, are as of December 31, 1937. Data for the Army, the Navy, the Marine Corps, the Coast Guard, the Works Progress Administration, the Tennessee Valley Authority, the Congress, and the other legislative establishments are as of December 31 , 1938. The salary distribution of certain labor and clerical classes, representing 1.7 percent of the number of Federal personnel, was estimated on the basis of the pay of comparable employees. Military active and retired person nel . Complete reports of the active, retired and reserve military forces of the Federal Government were supplied by the War Department, the Navy Department, the U. S. Marine Corps, and the Coast Guard. Information on basic military pay and allowances for quarters and subsistence was separately reported. Military allowances represent the cash payments to officers and enlisted men in lieu cf quarters and subsistence or the equivalent value of these allow- Salary size distribution of State and local personnel .
