SUMMARY OF BUSINESS TRENDS
T>USINESS activity continued to advance during March under
X-> the ever-growing stimulus provided by the defense program.
Major available production series in the main registered either
an advance or a continuation of high February output. Although previous high rates of operation in steel, automobiles,
and lumber, limited the expansion usual at this season in these
industries, offsets to this development were provided by strong
advances in other lines, particularly textiles and bituminous coal.
The large volume of automobile retail sales pushed weekly
assemblies to a high of 131,410 units, during the month, thus
establishing the peak for the present model year to date as well
as the largest weekly output since early in 1937. Similarly,
—steeHngot-production^mountedtoa weekly rate of 99.8 percent
of capacity, the largest tonnage in the history of the industry
as mill orders continued to pile up for delivery many months
hence. Bituminous coal production scored the major contraseasonal advance of the period as output was strongly influenced
by widespread consumer stocking in anticipation of mine
shut-downs.
Evidences of further tightness in the supply of many basic
materials which appeared during March and early April were
reflected in the most precipitous rise in the index of sensitive
basic commodities since the speculative boomlet in the autumn

of 1939. Higher prices for almost the entire list of import and
domestic commodities raised the Bureau of Labor Statistics'
28 commodity index (August 1939=100) from 123.9 on March 3
to 136.2 on April 4. Further price action in secondary and
scrap metal markets was taken by the Defense Commission,
ceiling prices for secondary and scrap aluminum and zinc, as
well as for scrap steel, being added to those already established
for second-hand machine tools.
A substantial rise in construction contracts during March is
indicated by the F. W. Dodge Corporation reports now available
through March 22. With nonresidential awards of $128 million
reflecting the high rate of defense plant construction under both
private and public auspices, the total value of awards for the
22-day period reached $314 million compared with $270 million
during the entire month of February. Private construction
accounted for more than 60 percent of the total value of contracts, thus continuing the strong support given construction
from this source since the beginning of the year.
In the security markets, prices moved moderately upward
although trading volumes continued small. A rise of more than
a point in the average for railroad shares led a small advance in
the Dow-Jones average of 65 stocks, while the average of bond
prices rose from 90.28 to 91.58 over the period.
