A t a l l t i m e s d u r in g 1976, f o r e x a m p l e , a t l e a s t 9 7 -9 8 p e r c e n t of a l l th e i n s u r e d b a n k s in th e U n ite d S t a t e s , o r o v e r 14, 300 b a n k s , w e r e n o t on th e F D IC p r o b l e m l i s t ; o n ly a r o u n d 2 -3 p e r c e n t of t h e m w e r e . T h e s t r a i n s o n th e b a n k in g s y s t e m of th e l a s t fe w y e a r s w e r e not a t a ll in sig n ific a n t. N ot o n ly d id th e y l e a d to 1 6 i n s u r e d bank fa ilu re s in 1976, b u t th e y a l s o r a i s e d th e n u m b e r of b a n k s on o u r p r o b l e m l i s t to th e h i g h e s t l e v e l in 25 y e a r s . A t th e end of th e y e a r , t h e r e w e r e 379 F D IC i n s u r e d b a n k s o n o u r l i s t of b a n k s w e f e e l s u p e r v i s o r s s h o u ld b e p a y in g p a r t i c u l a r a t t e n t i o n to, th e l i s t w e c a l l o u r " p r o b l e m " l i s t , o r a b o u t 2 1 / 2 p e r c e n t of a l l i n s u r e d b a n k s . W hile t h is i s a v e r y low p e r c e n t a g e , f a r f e w e r t h a n t h a t, c o n s i d e r a b l y l e s s th a n 1 p e r c e n t of a l l b a n k s in th e c o u n t r y , a r e in o u r s e r i o u s p r o b l e m c a t e g o r i e s . O ne n ew a s p e c t of th e p r o b l e m l i s t now , a s d i s t i n c t f r o m a few y e a r s a g o , i s t h a t th e l i s t i n c lu d e s s o m e l a r g e b a n k s (b anks w ith o v e r $500 m i l l i o n in d e p o s i t s ) a n d a v e r y fe w v e r y l a r g e b a n k s (o v e r $1 b i l l i o n in d e p o s i t s ) . Of c o u r s e , t h e r e a r e m a n y m o r e b a n k s now in th o s e s i z e c a t e g o r i e s t h a n t h e r e w e r e in th e p a s t , so th e e x i s t e n c e of s o m e of t h e s e b a n k s on a p r o b l e m l i s t is m o r e lik e ly now th a n p r e v i o u s l y . B u t i t m u s t b e r e c o g n i z e d t h a t in r e c e n t y e a r s l a r g e r b a n k s a s s u m e d g r e a t e r r i s k s on b o t h s i d e s of t h e i r b a l a n c e s h e e t s . m a n a g e d t h i s r i s k m o r e p o o r l y th a n m o s t . T he c o n c e p t of a " c l e a n b a n k " p u r c h a s e a n d a s s u m p t i o n t r a n s a c t i o n , o n e in w h ic h a t a k e - o v e r b a n k p u r c h a s e s o n ly good a s s e t s f r o m th e e s t a t e of th e f a i l e d b a n k , t h e F D IC s u b s t i t u t i n g c a s h f o r th e a s s e t s n o t t a k e n by th e t a k e - o v e r b a n k , h a s b e e n a p p lie d i n th e p a s t t h r e e y e a r s b y th e - 4 - C o r p o r a t i o n to l a r g e r b a n k s , a s w e l l a s to s m a l l e r o n e s . B y d o in g so , th e C o r p o r a t i o n h a s r e m o v e d f r o m th e b a n k in g s y s t e m b e t w e e n O c t o b e r of 1973 a n d D e c e m b e r 31, 1976 o v e r $ 3 .7 b i l l i o n of q u e s t i o n a b l e a s s e t s , in c lu d in g a l l o f th e w o r s t a s s e t s of a l l of th e f a i l e d i n s u r e d b a n k s . T h is r e p r e s e n t s a s u b s t a n t i a l r e m o v a l of p o o r q u a l i t y a s s e t s f r o m th e b a n k in g s y ste m . J u s t a s i m p o r t a n t a s th e ’’c l e a n b a n k " p u r c h a s e a n d a s s u m p t i o n a p p r o a c h h a s b e e n th e C o r p o r a t i o n ' s d e t e r m i n a t i o n to a t t e m p t to a r r a n g e a p u r c h a s e a n d a s s u m p t i o n in e a c h f a i l e d b a n k s i t u a t i o n , r a t h e r th a n p ay d e p o s ito rs th e ir in s u re d am o u n ts. T h is a p p r o a c h , a n d o u r a b i l i t y to i m p l e m e n t i t n o t o n ly in a l l l a r g e r b a n k f a i l u r e s b u t in n e a r l y a l l f a i l u r e s r e g a r d l e s s o f b a n k s i z e , h a s c o n t r i b u t e d s i g n i f i c a n t l y to c u s t o m e r c o n f id e n c e in t h e b a n k in g s y s t e m . O nly t h r e e b a n k s , w h o s e t o t a l d e p o s i t s a g g r e g a t e d o n ly a b o u t $18 m i l l i o n , w e r e p a id o u t i n 1976. II T h e s i z e a n d c o m p l e x i t y of th e C o r p o r a t i o n h a v e g ro w n d r a m a t i c a l l y d u r i n g th e p a s t few y e a r s . T h e C o r p o r a t i o n now s u p e r v i s e s 8, 981 c o m m e r c i a l a n d m u t u a l s a v in g s b a n k s , a n i n c r e a s e of 67 d u r i n g 1976 a n d a n i n c r e a s e of 779 d u r i n g th e p a s t fiv e y e a r s . T h e s e b a n k s a t m i d - y e a r 1976 h a d a s s e t s t o t a l l i n g $335. 2 b i l l i o n , a n i n c r e a s e of $17. 1 b i l l i o n in a s s e t s of b a n k s s u p e r v i s e d b y th e C o r p o r a t i o n f r o m t h e end of 1975, a n d a n i n c r e a s e of $148. 0 b i l l i o n d u r i n g th e p r e c e d i n g f iv e y e a r s . We a r e c u r r e n t l y l iq u id a tin g o v e r $ 2 .6 b i l l i o n of a s s e t s in o u r L i q u i d a t i o n D iv is io n . T h e s e a s s e ts a r e c o n s id e ra b ly l a r g e r and m o r e d if f ic u l t to l i q u i d a t e t h a n t h o s e in e a r l i e r liq u id a tio n s a n d o u r r e c o v e r y r e c o r d w i l l n o t b e a s h ig h w h e n th e b o o k s a r e f in a lly c l o s e d on t h e s e li q u i d a t i o n s a s i t h a s b e e n in th e p a s t . T h e n u m b e r of C o r p o r a t i o n e m p l o y e e s now t o t a l s 3, 541, a n i n c r e a s e of 267 d u r i n g 1976, a n d a n i n c r e a s e of 934 d u r in g th e p a s t fiv e years. O u r e x p e n d i t u r e s , of w h ic h a t l e a s t 83 p e r c e n t is f o r e m p lo y e e c o m p e n s a t i o n a n d e x a m i n e r s ' t r a v e l , t o t a l e d $75 m i l l i o n f o r 1976, an i n c r e a s e of $8 m i l l i o n f r o m th e p r e v i o u s y e a r an d a n i n c r e a s e of $33 m i l l i o n f r o m f iv e y e a r s a g o . T h e i n c r e a s e in e x p e n d i t u r e s d u r in g th e p a s t fiv e y e a r s i s d i r e c t l y t r a c e a b l e to g o v e r n m e n t a l pay an d r e i m b u r s e m e n t i n c r e a s e s , i n c r e a s e s in n u m b e r of e m p l o y e e s , a n d in f l a tio n .
