PRODUCTIVITY AND COSTS Second Quarter 1994 The Bureau of Labor Statistics of the U.S. Department of Labor today reported preliminary productivity data-as measured by output per hour of all persons-for the second quarter of 1994. The preliminary seasonally-adjusted annual rates of productivity change in the second quarter were: -1.4 percent in the business sector, and -1.2 percent in the nonfarm business sector. In both sectors, the decline in productivity (the first since first-quarter 1993) reflected the largest gain in hours since 1988; increases in output were smaller in the second quarter than in the first. In manufacturing, productivity changes in the second quarter were: 3.8 percent in manufacturing, 3.0 percent in durable goods manufacturing, and 5.0 percent in nondurable goods manufacturing. Manufacturing productivity grew more slowly in the second quarter of 1994 than in the first quarter. Output gains were smaller than in the first quarter, but hours at work of all persons engaged in the sector increased more rapidly. Output and hours in manufacturing, which includes about 20 percent of U.S. business-sector employment, usually tend to change more from quarter to quarter than in the more aggregate business and nonfarm business sector measures. Second-quarter results are summarized in table A and appear in detail in tables 1 through 5. Output measures for business and nonfarm business are based on measures of gross domestic product prepared by the Bureau of Economic Analysis of the U.S. Department of Commerce. Quarterly output measures for manufacturing reflect independent indexes of industrial production prepared by the Board of Governors of the Federal Reserve System. See Technical Notes for further information on data sources (page 9). 2 Business From the first to the second quarter of 1994, business sector productivity decreased at a 1.4 percent annual rate, the first quarterly decline since the first quarter of 1993 (table 1). Output rose 4.3 percent, and hours of all persons engaged in the sector increased 5.8 percent (seasonally adjusted annual rates). In the first quarter, output had increased 5.5 percent, and hours had increased 2.6 percent. The 5.8 percent secondquarter increase in hours reflected the largest rise in employment in this sector during the present expansion, and was the largest hours gain since 1988 (when an equal rise occurred in the second quarter). 3 Table A. This measure includes wages and salaries, supplements, employer contributions to employee benefit plans, and taxes. The second quarter increase was the smallest since 1960 (when declines occurred in the second and third quarters). Unit labor costs, which reflect changes in hourly compensation and productivity, increased at a 1.8 percent annual rate during the second quarter, compared with a 3.3 percent rise during the first quarter. Real hourly compensation, which takes into account changes in the Consumer Price Index for All Urban Consumers (CPI-U), declined at a 2.4 percent annual rate in the second quarter; it had risen 4.0 percent in the first quarter of 1994. The secondquarter decline was the largest since 1989 (when a 3.9 percent decline was recorded in the second quarter). The implicit price deflator for the business sector, which reflects changes in unit labor costs and unit nonlabor payments, increased 3.5 percent in the second quarter, compared with a 1.5 percent rise in the first quarter. 4 Nonfarm business Productivity fell 1.2 percent in the nonfarm business sector during the second quarter of 1994 as output rose 4.1 percent and hours of all persons increased 5.4 percent. As in the more comprehensive business sector, this was the first productivity decline in more than a year (table 2). The gain in hours was the largest since the second quarter of 1988 (when a 6.1 percent increase occurred). During the first quarter of 1994, productivity rose 2.9 percent in the nonfarm business sector, reflecting gains of 5.2 percent in output and 2.3 percent in hours. Hourly compensation increased at a 0.8 percent annual rate in the second quarter, compared with a 6.1 percent increase one quarter earlier. This was the smallest increase in hourly compensation since 1988 (when a 0.6 percent increase occurred in the first quarter). When the rise in the CPI-U is taken into account, real hourly compensation fell 1.9 percent in the second quarter of 1994. Unit labor costs rose 2.0 percent, compared with a 3.1 percent rise during the first quarter. The implicit price deflator for nonfarm business output rose 4.3 percent in the second quarter, compared with a 1.2 percent rise one quarter earlier. Manufacturing Productivity increased at a 3.8 percent seasonally adjusted annual rate in manufacturing in the second quarter of 1994, as output rose 5.3 percent and hours of all persons rose 1.5 percent (seasonally adjusted annual rates). The increase in output was smaller than the first-quarter gain, but hours growth accelerated. Productivity grew more strongly in nondurable goods industries in the second quarter, and the output gain in nondurable goods manufacturing was greater than in durable goods producing industries (tables 4 and 5). Hourly compensation of all manufacturing workers decreased 1.7 percent during the second quarter, compared with a 3.8 percent gain in the first quarter. Real hourly compensation fell 4.3 percent when the increase in consumer prices is taken into account, compared with a 1.7 percent rise in the previous period. Unit labor costs fell at a 5.2 percent annual rate in the second quarter of 1994, the third decline in a row. These costs had decreased 2.8 percent during the first quarter. 5 Revised Measures Current and previous measures for the first quarter of 1994 for the business, nonfarm business, and manufacturing sectors are compared in table B. Business and nonfarm business productivity gains are larger than reported on June 15, owing to upward revisions to the output measures. These revisions are part of the regular 3-year revision of the National Income and Product Accounts prepared by the Bureau of Economic Analysis of the U.S. Department of Commerce. Appendix tables 1-6 contain information for 1991, the earliest year affected. Productivity gains in manufacturing are similar to those reported previously. In addition, revised seasonal adjustment factors for labor input measures are introduced at this time. The hours at work of proprietors engaged in the nonfarm business sector in the first quarter continue to be based on the movement of nonfarm employee hours between the fourth quarter of 1993 and the first quarter of 1994. This was done to adjust labor input measures because of the changeover to the redesigned BLS monthly Current Population Survey (CPS). For the second quarter of 1994, this series is based on the redesigned CPS. 6 Table B. Jobs rather than persons are counted. Weekly hours are adjusted to the hours at work definition using the BLS Hours at Work survey, conducted for this metal industries; fabricated metal products; nonelectrical machinery; industrial and commercial machinery and computer equipment; electronic and other electrical equipment; transportation equipment; instruments; lumber and lumber products; furniture and fixtures; stone, clay, and glass and concrete products; and miscellaneous manufactures. Nondurables include: Food and kindred products, tobacco products, purpose. Data from the BLS Current Population Survey (CPS) are used for farm labor; in the nonfarm sector, the National Income and Product Accounts (NIPA) prepared by the Bureau of Economic Analysis of the Department of Commerce and the CPS are used to measure labor input for government enterprises, proprietors and unpaid family workers. textile mill products apparel products, paper and allied products, printing and publishing, chemicals and chemical products, petroleum refining and related industries, rubber and plastic products, leather and leather products. Manufacturing accounted for about 19 percent of GDP in 1992. Quarterly manufacturing output measures are based on the index of industrial production prepared monthly by the Board of Governors of the Federal Reserve System adjusted by BLS to annual manufacturing output levels (gross product originating) from the National Income and Product Accounts prepared by the Bureau of Economic Analysis of the U.S. Department of Commerce. Nonfinancial corporate output is equal to GDP in constant 1987 dollars, less the output of nonprofit institutions, output of paid employees of private households, rental value of owner-occupied dwellings, unincorporated business, the output of corporations engaged in banking, finance, stock and commodity trading, and credit and insurance agencies, and the statistical discrepancy in computing the NIPA. Nonfinancial Output: Business output is equal to gross domestic product (GDP) in constant 1987 dollars, less general government, output of nonprofit institutions, output of paid employees of private households, rental value of owner-occupied dwellings, and the statistical discrepancy in computing the NIPA. Corresponding exclusions are also made in labor inputs. Business output was about 78 percent of GDP in 1992. Nonfarm business, which also excludes farming, was about 77 percent of GDP in 1992. Total manufacturing measures are computed by summing series prepared for the durable and nondurable goods sectors. Durables include the following 2digit SIC industries: Primary 10 corporations accounted for about 56 percent of GDP in 1992. Productivity: These productivity measures describe the relationship between real output and the labor time involved in its production. They show the changes from period to period in the amount of goods and services produced per hour. Although these measures relate output to hours at work of all persons engaged in a sector, they do not measure the specific contribution of labor, capital, or any other factor of production. Rather, they reflect the joint effects of many influences, including changes in technology; capital investment; level of output; utilization of capacity, energy, and materials; the organization of production; managerial skill; and the characteristics and effort of the work force.
