Hunter , Acting Work Pro j ects Commi ss ioner , today ordered notices of t his pol icy posted on all 1,fFA project sites . In t ransmi tting the notice to ' State WPA Administrators , Mr . Hunter emphas ized that t his applies to all per sons certif i ed to WPA as in need and employable . He said, in pa.rt : llThe expans ion of private and pub lic emp loyment is provi ding in- cr oased emp loyme nt opportunities , and it is essent i a l to t he interests of certifi ed persons and of the Nation that every effort be made , consistent with es tabli shed Federal po licy , to facilitate t he obt aining by certified persons of ? rivat c and public jobs for which t hey qualify. The assignment and continued employment of such per sons on project s financed with WPA funds is se condary to the re spons ibility of facilitating t he obtai ni ng by such persons of private or public jobs . 11 This res ponsibility of t he Work Projects .Administration shall be scrupulously observed and shall not be miti 6 ated by the l abo r requir~monts of either defense or nondefense proj ects . Certified persons have a r esponsi- bility as well as a right to t ake advantage of private and public employment opportuni ti es , and t his r es~ons ibility shal l bo protect Gd even t hough their services are needed on proj ect s . You are reouired to accept bona fide offers of private or public employment, whether of a permanent or temporary nature, in accordance with section 16 of the Emergency Relief Appropriation Act, fiscal year 1941, provided: 1. You are capable of performing such work. 2. The wage for such employment is not less than '\;he pre - vailing wage for such work in the community where you reside. 3. Such employment is not in conflict with established u.~ion relationshi ps . 4. Such employment provides reasonable worki~g conditions. It is, therefore, imryortant that you make every effort to obtain such emoloyment. Seek employment with employers in your community. Advise the local employment office of the State Employment Service abo1.it your work experience with t ne Work Frojects Administration and on other jobs . Ask the local employment office to refer you to available jobs for which you oualify. If you leave WPA employment for private or ~ublic emuloyment, and lose such employment, you are entitled to reassignment on a WPA project, provided: (1) you lose the job through no fault of your own, (2) you are still in need , and (3) you have drawn all unemployment co!llpensation benefits available to you. If you do not accept such offers of private or public employment, you will lose your present assignment and you will be ineligibie for reassignment during the period for which such private or ,ublic employment is available.
