.An arrangement between the Work Projects Administration
and the War Department will give blanket priority to all nrojects
of tY"9es designa ted by the Army as important to national defense,
Howard O. Hunter, Acting Commissioner of Work Projects, announced
toda;r.
The new system, Mr. Hunter said, wilJ. s tibs t an tially re duce
the time required to begin o-perating projects uroviding or imp roving
the country's military facilities.
Since July 1, projects in these categories have been
certified individually by the Secretary of War.

Certification by

the Secretary of War or Navy not only gives priority to a project
but al so permits rela:x.ation of reauirements regara.ing sponsors 1
funds, limitation on hours of work and monthly wages and restrictions
on the amount of WPA funds which may be spent on individual buildings.
The Secretary of War has now given "blanke t" certification
to all pending and future projects in certain cate gories, making it
no longer necessary for the War Department to act on individual
applications exce~t in certain instances, Mr. Hunter explained.

certification fo11ow in the order of priority designated by the War
Department:
1.

All projects sponso:.ed by the War Departmer,t.

2. Airport projects at si tcs c.esi gna.te d by the
War Department as imuorta nt for military purposes,
except those for construction of hangar s and other
buildings.
3. Construction or reconstruction of access roads
to military posts and concentration areas designated
by the War Department.
4. National Guard facilities, exceyt buildings for
which WPA funds would exceed $100,000.

5. Reserve Officers' Training Corps facilities,
except buildings for which WPA funds would exceed
$100,000.
6. Highways on a national strategic network designated
by the War Department.
7. Health and sanitation nrojects approved by the
U, S. Public Heal th Service in the vicinity of War
Department posts and concentration areas, if the Surgeon
of the appropriate corps area consi de rs the work
beneficial.

Certification of individ.ual projects will continue to be
re0uired on airport buildings and on National Guard a nd R,O,T,C.
buildings on which WPA funds would exceed $100 ,000.
The method of individual certificati on also continues for
projects sponsored by the Navy Department or in which the Navy is
interested,
