TO ALL ST.ATE .ADMINISTRATORS:

"I want to make perfectly clear the policy of the Works Progress
Administration rel~tive to private employment or employment on contract
jobs under the diraction of other Federal Department3 which may be offered
to WPA workers.

ir; expected that WPA workers will accept avAilable jobs in

private employment, whether of a permanent or temporary nature, provided:

(1)

That the temporary or permanent work shall be a full-time job.

(2)

That such work shall be at a standard or going rate of wages.

11

(3)

Tbat such work shall not be in conflict with established union

relationships.
11

(4)

That workers sha ll be offered ~n opportunity to return to the

WPA upon completion of temporary jobs.

It seems to me extremely important tha.t all workers be given

eYery reasonable opp ortunity to accep t tem9orary employment bacause this
often results in a permanent opportunity, and, obviously, worke rs are
going to be loath to accept temporary jobs unless they can be given definite
assurance that the WPA. work will be open to them upon their completion.
"It is important t ~w.t our offices guard against two things:
"First, we should not develop employment exchanges within our
own organization.

There are adequate employment offices throughout the

nation · and it would be an unwarranted usA of funds and an obvious duplication if we ware to attempt to set up placement services.
