C. Harrington, Work Projects Co:amissi oner, today di r ect8d all State Administrat ors to re sume the dismiss i ng of persons who have been on the WPA rolls continuously fo r 18 months. Di smissals were or dered suspended July 28 pending final o.ec ision by Congress . His telegr am follows: 11 Propo s ed amendments to Sect i on 16::B of Public Resolution #24 were no t adop ted by Congr e ss. Cons eq_uently pr ovisions of t his secti on remain in force and my t elegraphic instruc ti ons of July 29th are he r ewith rescinded. All relief workers excep t veterans who have been continuously employ ed on WPA pr o jects for e i ght een months or more in accordance with definition contained. in Op er at ing Procedure E-9, Secti on 53 must be dismissed prior to Augus t 31st and aft er Augus t 31st all relief worker s except veterans who have been continuously employed for ei ght een months must be discharged at termination of such continuous empl oyment. No pe rsons dis char ged. because of t h is pr ovision will be el i gi bl e for reassi gnr.1ent until expirati on of t h irty days from dat e of discharge and will be eligible at such ti me only upon r ecertificati on. Such recerti f icati on does not entitl e person to immedi a t e reassi gnment to a u roject lmt merely en titl es such person to ha,ve his name plac ed in waiting assignment file. You are instruct ed to make replacements on pr ojects ,1i thin your empl oyment authorization for all persons discharged because of eighteen months p r ovision. Careful planning should be made for such replace1,1ents and new assignments during t ho next two weeks. Sep t embor empl oyment autho rization for your state which was announced a t Chicago me e ting will stand as minimum employment au t horization . In vi ew of anticip ated large number to be discharged in accordance with eighteen month provision between now and Septemb er 1st you are instruct ed not only to plan for r eassignment within your employment authorization but also to plcn for protection of proper project supervision and operation in cases whe re eighteen months provision will mean discharge of key project employees . This may mean planning for transfer of certain project supervisors from one project to another .
