m any trade and service estab lish m en ts, where much of the recent in crease
in p art-tim e em ploym ent has occurred.
In turn, the number of part-tim e jobs that w ill be available m ay
influence the supply of w orkers. The recent in crea ses in labor force
participation rates of m arried women have undoubtedly been partially due
to expanding part-tim e job opportunities in suburban stores and service
estab lish m en ts. If sufficient additional part-tim e jobs are not available,
there m ay not be as much continued in crease as projected in the labor force
participation rates for this group. 26
The extent of labor force participation on the part of students is also
dependent upon the availability of part-tim e jobs. T herefore, the propor­
tion of students in the labor force m ay declin e, if the number of short-hour
jobs does not keep pace with the supply of student labor offered. Another
aspect of the situation is that m any young people need jobs to help pay the
high costs of college education, i. e. , having a job m akes the difference
betw een being able to go to school or not. T herefore, if p art-tim e jobs
are not available, the number of college students m ay not in crease as
much as indicated in these projections, and those who cannot afford to
continue in school w ill becom e fu ll-tim e w orkers.
The in creased proportion of part-tim e w orkers in the labor force
w ill, of cou rse, affect the average number of hours worked per week by
all p erson s. A rough computation indicates that in 1965 average w eekly
hours of work m ay be about one-half hour le s s than in 1955 as a resu lt of
the in creased proportion of part-tim e w orkers in the labor force. Between
1965 and 1975 average w eekly hours w ill not be affected much because the
in crease in part-tim e w orkers w ill be offset by an in crease in the number
of adult m ale w ork ers, p articularly in ages 25-34, alm ost all of whom
work full tim e.
The addition of so many young w orkers and m arried women to the
labor force during the years ahead w ill undoubtedly resu lt in an in crease
in the number of w orkers who change jobs or who work only part of the
year. Young w orkers tend to try m ore than one job before settling into
a perm anent career. M oreover, both young w orkers and m arried wom en
frequently move into and out of the labor force as their personal circu m ­
stances change. For exam ple, som e m arried women work during the

school year but leave the labor force during the sum m er months when their
school-age children are hom e. Some students work only part of the year
depending upon the p ressu re of their school a ctiv ities. This contrasts
sharply with the custom ary pattern for adult m en to work all year on a fu ll­
tim e b a s is .2 7
Some of the wom en who are p art-year w orkers will gontinue their
pattern of interm ittent labor force attachm ent throughout their working
y ears. For young m en, on the other hand, the part-year or part-tim e
pattern rep resen ts only a tem porary situation preceding their perm anent,
fu ll-tim e labor force activity. While m ovem ent into and out of the labor
force im p lies som e lo ss of training and efficien cy, actually these w orkers
provide a flexible source of labor supply. If em ployers select w orkers
with care, taking into account the in d ivid u als probable future work patterns
and cap ab ilities, they can find w orkers to fill many of their manpower needs
among these p art-year and p art-tim e groups. For exam ple, som e can be
used for tem porary expansion of the work force to m eet seasonal needs;
others can be used for year-round part-tim e work that req u ires little
training; and still others can be trained for eventual perm anent fu ll-tim e
em ploym ent.

force indicate that only about 1 out of every 100 m ale w orkers betw een ages
25 and 64 enters or leaves the labor force each month. Even for those in
ages over 64, le s s than 10 percent leave or reenter the work force. In
contrast, an average of alm ost 20 percent of teen -a gers who w ere in the
work force in one month w ere not in the labor force in the previous month,
and about the sam e proportion of this age group withdraw each month.
Although the proportionate m ovem ent for adult wom en is not quite so high
as that of the teen-age group--about 10 p er c en t--it still rep resen ts a very
large labor force turnover.
