Dear Mr. Chairman:
The House Agriculture Subcom­

m ittee on Conservation, Credit, and
Rural Development is now consider­
ing proposals that would provide
federal assistance to the Farm
Credit System (FCS) and make sig­
nificant changes in the System ’s
regulation and operation. It is im­
possible to determine the final form
a proposal may take, but we are con­
fident that the Agriculture Commit­
tee will make a serious effort to act
this year. Though the Adm inistra­
tion has not yet agreed to support
financial assistance, it has not
closed the door. In any event, the
Adm inistration has agreed in prin­
ciple to im portant changes in the
FCS.
W e believe that, based on what we
now know, any proposal that
emerges from the Agriculture Com­
m ittee will have profound im plica­
tions for m atters within your Com­
m ittee’s jurisdiction, and we urge
you to seek a commitment that such
legislation will be referred to the
Banking Committee.
There are a number o f reasons
why we believe the Banking Com­
m ittee’s interests are at stake in this
matter:
• M ost o f the proposals now on
the table involve some form o f direct
loan or line o f credit from the Trea­
sury to private entities, i.e. the units
o f the FCS. Under House Rule X ,

clause 1(d)(7), the Banking Commit­
tee has jurisdiction over “ financial
aid to commerce and industry...” W e
need not detail for you similar assis­
tance program s that have been con­
sidered by the Banking Committee
in recent years, except to cite the
Lockheed, New York City, and
Chrysler Corporation bills that Con­
gress adopted after Banking Com­
m ittee action.
• Federal Reserve Board Chair­
man Paul Volcker testified before
your Committee earlier this year
that he was prepared to open the
Fed’s discount window to the Farm
Credit System if that became neces­
sary. Any legislation designed to
assist the FCS should be examined
by the Banking Committee in light
o f this pledge by Chairman Volcker.
•The Farm Credit System has
long been an im portant, direct com ­
petitor to the thousands o f commer­
cial banks that make agricultural
loans. Both the FCS and these com ­
mercial banks are severely affected
by the current crisis in rural Amer­
ica. Yet, the proposals being active­
ly considered by the Agriculture
Committee com pletely ignore the
problem s o f commercial banks and
their farmer and rancher borrowers.
W e believe it is vital to the commer­
cial banking industry and rural com ­
munities that any FCS assistance
and reform proposal take into ac-

(FNM A) and the Federal National
M ortgage C orporation (FNM C),
could be affected if FCS securities
gain a greater federal backing than
these housing-oriented agencies now
enjoy.
A s you can see, Mr. Chairman, the

im plications o f Farm Credit System
assistance legislation extend far
beyond the concerns o f the A gri­
culture Committee, affecting mat­
ters o f direct concern to you and the
Members o f your Committee. We
strongly urge you to seek an appro­
priate referral o f any such legisla­
tion if it is reported by the Agricul­
ture Committee.
