January 1992 o N ational Economic Trends GDP Is Now the Primary Measure of U.S. Production With the release of com prehensive revisions to the national incom e and product accounts, the U .S. Department o f Com m erce shifted to the use of gross dom estic product (GDP), rather than gross national product (GNP), as the primary measure of the country’s production o f goods and services. Although different in concept, these two measures show essentially the same pattern of past cyclical trend m ovem ents. The GDP o f a country includes the goods and services produced within the geographical boundaries o f that country. GNP, on the other hand, includes the goods and services produced by a country’s residents regardless o f their location. The major com ponents o f GDP are the same as those for GNP, except for net exports. The GDP measure includes incom e payments to foreigners and excludes incom e receipts by U .S. residents from abroad; GNP is just the opposite. The Com m erce Department shifted its empha sis to GDP for a number o f reasons. One is that, conceptually, GDP is more consistent with other in dicators of U .S. econom ic performance such as em ployment, industrial production and retail sales. Second, G DP is the primary measure o f production in most o f the rest o f the world. Finally, this shift in emphasis reflects measurement considerations. Incom e payments to foreigners and receipts from foreigners, particularly the latter, are difficult to estimate in a tim ely manner. Whether GDP is greater or less than GNP de pends m ainly on whether there is more or less for eign investm ent in a country than that country has invested abroad. For the United States and other major industrial countries, GDP tends to be less than GNP, although the differences are small. For the United States, the largest percentage difference since 1959 w as 1.3 percent in 1979. In developing countries like M exico and Chile, GDP is larger than GNP by 5 percent or more.
