Why Did Housing
Growth Slow in the
1980s?
The quantity and quality o f the housing stock is
an important indicator o f a country’s standard of
living. From 1945 to 1979, the real stock o f hous­
ing in the United States increased at an average rate
o f 3.8 percent per year, or at a 2.3 percent per capita
rate. During the 1980s, housing stock growth
Ipwed to a 2.2 percent rate, or 1.2 percent on a per
pita basis. This was the slow est decade o f growth
a
in the U .S. housing stock since the 1940s. Why?
The table below summarizes som e factors
which influence housing trends. The growth o f real
per capita disposable incom e, an important indicator
o f general econom ic conditions, w as only 1.5 per­
cent per year during the 1980s, down sharply from a

2.3 percent average rate during the 1970s and a 2.8
percent rate during the 1960s. This slow ing o f real
per capita incom e reflected, in turn, the sluggish
growth o f productivity in the 1980s.
A lso influencing housing growth in the 1980s
w as the cost o f financing. Although the new-home
m ortgage rate declined from 15.4 percent in 1979 to
10.8 percent in 1982, it still averaged 11.6 percent
during the 1980s, up sharply from 8.8 percent for the
1970s. Furthermore, because the inflation rate fell
during the 1980s, real mortgage rates were up even
more sharply.
D eclines in the relative price o f housing accom ­
panied the high real m ortgage rates o f the 1980s.
During the 1970s, housing prices rose more rapidly
than prices in general, m aking housing more attrac­
tive because o f the prospect o f real capital gains.
During the 1980s, the opposite occurred; housing
prices rose less rapidly than prices in general, de­
creasing the likelihood o f real capital gains.
