A meeting of the Federal Reserve Board was held in the office of the eederal Reserve Board on Thursday, September 6th, at 11:00 a.m. Governor Crissinger Mr. Platt Mr. Hamlin Mr. James Mr. Cunningham Mr. Dawes Mr. Hoxton, Secretary PRESENT BY INVITATION: Governor Bailey of the Federal Reserve Bank of Kansas City Senator Charles Curtis of Kansas Mr. C. Q. Chandler of Wichita Mr. C. L.•Davidson of Wichita Mr. J. H. Stewart of Wichita Mr. D. W. MUlvane: of Topeka Mr. B. S. Paulin of Fredonia PRES1VT: The Federal Reserve Board listened to the representations of the Kansas, gentlemen above named, for and against the establishment at Wichita, Of a branch of the Federal Reserve Bank of Kansas City, the statements made being reported stenographically and supplemented by written matter presented bY the Committee and by the Governor of the Federal Reserve Bank of Kansas City, At this point, Governor Bailey and the members of the Committee withdrew from the room. The minutess of the meeting of the Federal Reserve Board held on September 5th were read and approved. of Report of the Committee on Examinations recommending disapproval the application of the Federal Trust and Savings Bank of Hollywood, Hollywood, California, for admission to the Federal Reserve System. After discussion, Mr. Dawes, Chairman of the Committee, moved that the Board adopt the recommendation of the Committee that the application be disapproved. 9/6/23 "-" Mr. Platt moved, as a substitute for the motion of Mr. Dawes, that the applications of the Hollywood Trust and Savings Bank of Hollywood be approved. Mr. Platt's substitute motion, being put by the chair, was lost. Mr. Dawes' original motion being put by the chair was carried. the Law Committee reported on the matter referred to it on August 30th, namekr, tile letter of August 27th, 1923, from the Chairman of the Federal Reserve Bank of ) Atlatta with reference to regulations covering the purchase by Federal Reserve Banks (4 d ebentures of Federal Intermediate Credit banks; said report being in the form of 4 letter to Mr. McCord prepared for the simature of the General Secretary. Upon motion, the letter to Ur. NbCord was approved. Mr. Dawes stated that he had received a communication from representatives of the United states Bankers' Association Opposed to Branch Banking, requesting the 13rivi1ege of appearing before the Board on the afternoon of September 11th, as well as 411 oPportunity of meeting the individual members Informally on that day.
