in Mr. Vest's memorandum were referred to Mr.
Szymczak with authority to act, with the understanding that before a certificate of title
is requested from a title company an investigation
will be made to determine which of the two title
companies in the District of Columbia should be
used for this purpose and what the cost of the
certificate would be, and that, upon the basis
of this information, Mr. Szymczak will take such
action as is necessary in accordance with the
authority granted to him.

Morrill referred to the fact that the Board had received

Secretary of the Treasury a copy of a letter received by him
from the
Secretary of the Interior under date of August 51, 1934, in which

the Secretary

of the Interior had agreed with the opinion of Counsel for
the pede _
ral Reserve Board that title to the proposed site for the Board's
IleW building on Constitution Avenue could be conveyed effectively by the

SeretarY of the Treasury, and in which he had taken the position that
it Wa8 not
necessary for the Secretary of the Interior to execute a deed

that, if it should be determined that such a
deed should be furnished
in order to avoid the possibility of any question

The opinion was expressed by the members
present that the Secretary of the Interior
should be requested to execute the deed in
question.
Mr. Morrill then Informed the Board that he had received from
