A meeting of the Board of Governors of the Federal Reserve
System was held in Washington on Tuesday, October 19, 1943, at 2:00
p.m.

The action stated with respect to each of the matters hereinafter referred to was taken by the Board:
The minutes of the meeting of the Board of Governors of the
Federal Reserve System held on October 18, 1943, were approved unanimously.
Memorandum of this date from Yr. Morrill recommending that
Miss Evelyn M. Simmons be appointed as a cafeteria helper in the Office of the Secretary on a temporary basis for a period of not to
exceed 60 days, with basic salary at the rate of ,1,080 per annum,
effective October 18, 1943.
Approved unanimously.
Memorandum of this date from Mr. Leonard, Director of the
Division of Personnel Administration, stating that the Office for
Emergency Management had requested that Mrs. Helen Braden, substitute

nurse, be detailed on a reimbursable basis to that Office for the
further period beginning October 20 but not extending beyond October

23, 1943.

The memorandum referred to previous assignments of Mrs.

Braden to the Office for Emergency Management and recommended that
her detail to that Office on a reimbursable basis for a period in
the aggregate of not to exceed 30 days be authorized.
Approved unanimously.
Letter to Mr. Nardin, Chairman of the Federal Reserve Bank
of St. Louis, reading as follows:
"The Board of Governors of the Federal Reserve system approves the payment of a salary to Mr. C. E. Martin,
Assistant Cashier, Memphis Branch, at the rate of $5,100
per annum, for the period June 1, 1943 through May 31,
1944, which is the rate fixed by your directors and supported by the certificate enclosed with your letter of
October 16, 1943."
Approved unanimously, together with
the following letter to the Joint Committee on Salaries and Wages:
"Under the procedure established by General Order
No. 19 of the War Labor Board and the authority granted
by the Commissioner of Internal Revenue, transmitted herewith are the original and four copies of a certificate
of the Federal Reserve Bank of St. Louis, with respect
to an increase in the annual salary of Mr. C. E. Martin,
Assistant Cashier of the Memphis Branch of the Federal
Reserve Bank of St. Louis.
"This increase has been approved by the Board of
Governors of the Federal Reserve System effective June
1, 1943, the beginning of the salary year for officers
of the Federal Reserve Bank of St. Louis and its Branches.
The Reserve Bank had originally proposed a salary of
5,100 effective June 1, 1943, but action on the increase
was held in abeyance pending clarification of the certification procedure."

Letter to Mr. Theodore Schultz at the University of Chicago,
Chicago, Illinois, reading as follows:
"This letter is in confirmation of Mr. Evans' telephone conversation with you with respect to your participation in the program of the Conference of Chairmen of
the Federal Reserve Banks which will be held in the Federal Reserve Building in Washington on November 8. Your
statement on 'The Research and Public Relations Activities
of the Federal Reserve Banks' is scheduled for the afternoon session to follow a discussion in connection with a
statement by Mr. Paul Hoffman on the program and objectives
of the Committee for Economic Development.
lyre have reserved a room for you at the Statler
Hotel for arrival on the morning of November 8. If this
is not satisfactory please let us know. There are enclosed three transportation requests for use by you in
purchasing your railroad ticket and Pullman accommodations to and from Washington. These requests should be
signed by you at the point indicated.
"Er. Brainard, Chairman of the Chairmen's Conference, has asked me to say to you that the Chairmen will
be pleased to have you join them at luncheon in the Board's
dining rooms at 1:00 p.m. on the date of the Conference
and at a dinner which will be held in the Statler Hotel
at seven o'clock in the evening of that day."
Approved unanimously.

Thereupon the meeting adjourned.
