1426 Minutes of actions taken, by the Board of Governors of the Federal Reserve System on Monday, October 13, 1947. PRESENT: Mr. Mr. Mr. Mr. Eccles, Chairman Szymczak Draper Evans Mr. Mr. Mr. Mr. Carpenter, Secretary Sherman, Assistant Secretary Morrill, Special Adviser Thurston, Assistant to the Chairman Minutes of actions taken by the Board of Governors of the Federal Reserve System on October 8, 1947, were approved unani- mously. Minutes of actions taken by the Board of Governors of the Federal Reserve System on October 9 and 10, 1947, were approved and the actions recorded therein were ratified unanimously. Memorandum dated October 2, 1947, from Mr. Thomas, Director of the Division of Research and Statistics, recommending the aPPointment of Mrs. Dora Ann Kelenson as a research assistant in that Division, on a temporary indefinite basis, with basic salary at the rate of $2,644.8o per annum, effective as of the date upon /rhioh she enters upon the performance of her duties after having Passed the usual physical exAmination. The memorandum also stated that it was contemplated that Mrs. Kelenson would become a member Of the Federal Reserve retirement system. Approved unanimously. 1427 10/13/47 -2- Letter to Mr. Young, President of the Federal Reserve Bank of Chicago, reading as follows: "This refers to your letter of August 30, 1947, acknowledged by the Board on September 4, in which YOU asked the Board to allocate approximately $2400,000 to cover the cost of the 'building proper' for the Detroit Branch. "The information contained in your letter is not sufficient to enable the Board at this time to approve any specific amount for a building at the Detroit Branch. It is suggested, therefore, that, as authorized by the Board's letter of November 19) 1946 (F.R.L.S. #3053), preliminary plans be prepared for the building and submitted to the Board. In preparing such plans the Board considers it important that the architect be cautioned to develop plans which will meet the operating needs of the Branch on a utilitarian basis and to avoid plans Which might be considered unduly ornate or pretentious. The Board would not feel justified in approving plans for branch buildings which call for more elaborate structures than would be provided for similar purposes by private institutions. "The Board will be pleased to give prompt consideration to the preliminary plans for the Detroit building as soon as they are received." Approved unanimously. A pproved: Chairman.
