Memorandum from Mr. Emerson, dated ITovenber 4th, recommending duplex wire circuit " 7tween the Federal Reserve banks Of St.Louis and Chicago, in lieu of the single wire circuit now in use. Approved. Letter, dated November 1st, from W. F. EcLallen, Secretary of the Federal Reserve Bank of Chicago, with reference to the action determined on by the Directors of the Federal Re- serve Bank of Chicago in connection with public statements regarding the building operations of that institution.; also the reply to the above letter by Governor Harding, dated November 5, 1920.
