A meeting of the Board of Governors of the Federal Reserve

The action stated with respect to each of the matters herein-

after referred to was taken by the Board:
The minutes of the meeting of the Board of Governors of the
Pederai

Reserve System held on June 12, 1946, were approved unanimously.
The minutes of the meetings of the Board of Governors of the
Peclerai Reserve System held on June 13 and 14, 1946, were approved
41c1 the actions recorded therein were ratified unanimously.
Memorandum dated June 6, 1946, from Mr. Thomas, Director of

the Division of Research and Statistics, recommending that Mrs. Mary

a further period of six months beginning May 28, 1946,
the payment of salary to Mr. Joseph C. Cosgrove at the
rate of i'4,190 per annum, which is in excess of the maxiranm for the position of Senior Clerk to which he is presently assigned.

assign Mr. Cosgrove to a position commensurate with his

"The Board of Governors approves the change in the
Personnel Classification Plan involving the establishment
of the position of Supervisor of General Files in the
Files-Forms-Stenographic Department, as submitted with
Your letter of June 3, 1946."

Telegram to Mr. Mangels, Vice President of the Federal Reserve

Letter to Mr. Marsh, Manager of the Accounting Department of

"This refers to your letter of June 11 regarding

the penalty of $55.76 incurred by Edgewater National
1?ank, Edgewater, New Jersey, as a result of a deficiency

Federal Reserve Bank of Minneapolis, reading as follows:

"The Board of Governors of the Federal Reserve System
aPproves the application of the State Bank of Barnum, Barnum, Minnesota, for membership in the Federal Reserve System, subject to the conditions prescribed in the enclosed
letter which you are requested to forward to the board of
directors of the institution. Two copies of such letter
are also enclosed, one of which is for your files and the
Other of which you are requested to forward to the Commissioner of Banks for the State of Minnesota for his information.
"Since the amount of estimated losses shown in the
report of examination for membership is relatively small,
the usual condition of membership requiring the elimination of losses has not been prescribed. It is assumed,
however, that proper provision for losses will be made as
a matter of sound banking practice.
"It has been noted that the debt limit provided in
section Sixth of the bank's Certificate of Incorporation,
as amended in January, 1945, has been exceeded and it is
assumed that the matter has been or will be called to the
