Economic review.

In summarizing the review of international trade

and financial developments which was presented by the Division of International Finance, Mr. Marget said the picture was hardly one to suggest
that general recession in foreign countries was a likely prospect or to
indicate that developments abroad would be such as to offset whatever
Internal forces might contribute to a stzengthening of the economic
situation in this country.
The domestic review presented by the Division of Research and
Statistics revealed further evidence of stable or rising production,
With a leveling in consumer prices.

All of the members of the staff except Messrs. Carpenter and
Kenyon then withdrew and Messrs. Hackley, General Counsel; Johnson,
Director, Division of Personnel Administration; Hostrup, Assistant
Director, Division of Examinations; and Hurting, Review Examiner,
Division of Examinations, entered the room.
Items circulated to the members of the Board. The following
items, which had been circulated to the members of the Board and copies
of which are attached to these minutes under the respective item numbers
indicated, were approved unanimously:

Discount rates.

Unanimous approval was given to telegrams to the

Federal Reserve Banks of New York, Philadelphia, and Minneapolis approving
the establishment without change by those Banks on July

3, 1958, of the

rates on discounts and advances in their existing schedules.
The meeting then adjourned.
Secretary's Notes: Governor Shepardson
approved on behalf of the Board on the
dates indicated the following items:
July 1
Memorandum dated June 25, 1958, from Mr. Young, Director, Division of
Research and Statistics) recommending the appointment of Eva J. Mason as
Statistical Clerk in that Division, with basic annual salary at the rate
of $3,590, effective the date she assumes her duties. Governor Shepardson
approved this item as a conditional appointment, with continuance of
employment to depend on effective performance of duties.

memoranda from the Division of Personnel Administration dated June 20, end
June 24, 1958, recommending meritorious salary increases in the amounts

System has given consideration to your application for
fiduciary powers and grants you authority to act, when
not in contravention of State or local law, as trustee,
executor, administrator, registrar of stocks and bonds,
guardian of estates, assignee, receiver, committee of
estates of lunatics, or in any other fiduciary capacity
in which State banks, trust companies or other corporations which come into competition with national banks
are permitted to act under the laws of the State of
North Carolina, the exercise of all such rights to be
subject to the provisions of section 11(k) of the Federal
Reserv,1 Act and Regulation F of the Board of Governors of
the Federal Reserve System.
A formal certificate indicating the fiduciary
powers which the First National Bank in Henderson is now
authorized to exercise will be forwarded to you in due
course.

Dear Mrs. Frank:
The Board of Governors interposes no objection to increasing
the benefits under the Board Plan of the Retirement System of the
Federal Reserve Banks in order to conform to the increased benefits
provided members and survivors of members of the Civil Service Retiremen System by Public Law 85-465, 85th Congress.
As it is desired to pay for the cost of these additional
benefits from August 1, 1958, through the period ending June 30, 1960,
it will be appreciated if you will bill the Board for the cost of the
increased benefits for the qualifying annuitants and survivors of
annuitants on the rolls as of August 1, 1958. We understand that the
cost of providing these benefits will approximate 419,591.
It will be noted in the attached letter of this date to the
Federal Reserve Bank of Richmond that the Board has authorized the
Bank to pay to the Retirement System the sum of $230 for the purpose
of providing an additional annuity of $120 per annum for Mrs. Maurice P.
Flagg.

assistant examiners for the Federal Reserve Bank of Chicago.
Please advise as to the dates upon which the appointments
are made effective.
It is noted that Mr. Dreyer is indebted to
The New American Bank of Oshkosh, Oshkosh, Wisconsin, a
nonmember bank, in the amount of $273. Accordingly, the
Board's approval is given with the understanding that
Ir. Dreyer will not participate in any examinations of that
hank until his indebtedness has been liquidated.

Dear Mr. Diercks:
In accordance with the request contained in your letter
of June 26, 1958, the Board approves the appointment of
M. Welby Taylor as an assistant examiner for the Federal Reserve
Bank of Chicago. Please advise as to the date upon which the
appointment is made effective.
It is noted that the proposed appointee is the son of
Merrill W. Taylor, Chairman of the Board of Directors of
The First National Pank and Trust Company of Kalamazoo,
Kalamazoo, Michigan, and that a trust established for his benefit,
but over which he has no control until he reaches 25 years of
age, includes 60 shares of stock of The First National Bank and
Trust Company of Kalamazoo and 220 shares of stock of First City
National Bank, Houston, Texas.
Accordingly, the Board's approval of the appointment
of Mr. Taylor is given with the understanding that he will not
participate in the examinations of any bank in which he owns
stock directly or indirectly and that as long as his father
is an officer of The First National Bank and Trust Company of
Kalamazoo, Kalamazoo, Michigan, he will not participate in any
examination of that institution.
