"The Board of Governors has considered the request
in your letter of December 27, 1971, and will inter-pose no
objection to your Bunk's awarding a contract to John McShain,
Inc., to carry out the building changes and modernization
program as outlined.
"It is understood that the contract does not include
construction to enlarge a balcony into a mezzanine on the

the Board's letter of November 16, 19)1. Assuming that
this construction is carried out, the Board authorizes
