A meeting of the Board of Governors of the Federal Reserve
SYstem. was held in Washington on Tuesday, January 28, 1941, at
10:40 a.m.

There was presented a memorandum dated January 25, 1941,

Mr. Draper stated that no commitment had been made by him

At this point Messrs. Wyatt and Dreibelbis left the meeting
