southern saw m ills and planing m ills averaged $ 1. 25 in June 1962.

th re e -fifth s o f the 110,726 w ork ers in m ills cov ered by the B u reau ’ s study earned

M illw ork ers outnum bered logging w ork ers by a la rge m argin in the three
and, in two of the re g io n s, averaged a few cents an hour higher pay.

The le v e l o f earnings in a ll regions was higher in the la rg est sized m ills
and in m ills p ro ce ssin g hardwood rather than softw ood.
In the B ord er States,
w ork ers in stationary saw m ills averaged 4 cents an hour m ore than w ork ers in
portable sa w m ills; the two a verages w ere only 1 cent apart in the other two
reg ion s.
Inform ation was obtained separately for 30 occupations represen tative of
the range o f jo b s in the industry.
A verages fo r 17 of these w ere between $ 1. 15
and $ 1 .2 0 an hour; averages fo r only 5 job s exceeded $ 1 .4 0 .
P ro v isio n s fo r paid h o lid a y s, paid v a ca tion s, or com pany-paid insurance
and retirem en t pension benefits w ere not com m on in the industry.
Industry C h a ra cteristics
The 14 States com p risin g the South are estim ated to account for a p p rox­
im ately half o f the 256,900 production and related w ork ers em ployed in the N ation's
saw m ills and planing m ills in June 1962.
Southern m ills co v e re d by the study
(those with 8 or m ore w ork ers) em ployed 110,726 w o rk e rs.
N early th ree-fifth s
o f these w o rk e rs w ere in the Southeast region; a fourth w ere in the Southwest;
and a sixth w ere in the B ord er States.
Saw m ills p rim a rily engaged in sawing rough lum ber and tim ber fro m logs
and b o lt s , or resaw ing cants and flitch es into lum ber accounted fo r th ree-fou rth s
o f the w ork e rs co v e re d by the study.
Many o f these m ills a lso had planing
op eration s.
About a sixth of the w ork ers w ere in m ills p rim a rily engaged in
m anufacturing hardwood dim ension lum ber and floorin g and other sp e cia l saw m ill
p rod u cts. Separate planing m ills accounted fo r le ss than a tenth of the w o rk e rs.

L ess than 5 p ercen t o f the establishm ents em ployed 100 or
m o re w o rk e rs; how ever, these establishm ents accounted fo r about 30 p ercen t of
the total p rod u ction -w ork er em ploym ent.
N early tw o-fifth s of the gen era l saw m ills (excluding hardwood dim ension
and flo o rin g m ills , sp ecia l products sa w m ills, and separate planing m ills) w ere
o f the portable type that m ove fro m a rea to area as the tim ber tra cts are cut.
Such m ills have no seasoning
or planing fa cilitie s and produce rough green
lum ber.
M ills o f this type are alm ost invariably sm a ll, sin ce they m ust tra n s­
port both labor and equipment frequently.
P orta ble m ills accounted fo r le ss
than a fifth o f the gen era l saw m ill em ploym ent in the South.
R egion a lly, these
prop ortion s w ere a third in the B ord er States, a fifth in the Southeast, and le s s
than 3 p ercen t in the Southwest.
Softw oods constituted approxim ately th ree-fifth s o f the n ea rly 10 b illion
board feet of lum ber produced in the South in 1961. 3 M ills p rim a rily p ro ce ssin g
softw ood accounted for n early th ree-fifth s o f the w o rk e rs within scop e o f the
study. Hardwood m ills em ployed about tw o-th irds o f the w o rk e rs in the B ord er
States.
In the other two re g io n s, softw ood m ills accounted fo r th ree-fifth s of
the w o rk e rs .
Among the States fo r w hich separate earnings data are presented
in this re p o r t, T ennessee was the only State in w hich the large m a jority o f the
w o rk e rs w ere in establishm ents p rim a rily p ro ce ssin g hardw ood.
The occupational structure o f a typical sa w m ill includes com p a ra tively
few jo b s .
A head-saw op era tor cuts planks fro m logs; a log deckm an a rran ges
the logs fo r easy a c c e s s ib ility to the ca rria g e o f the head saw; an edgerm an cuts
the planks to p rop er width; a c u t-o ff-s a w opera tor cuts the planks to sp ecified
length; o ff-b e a r e r s re c e iv e the w ood as it com es fr o m the saws and p la ce it for
stacking; lum ber sta ck ers stack the lum ber for drying; and a tru ck d river hauls
the lum ber to m arket.
Planing m ills and planing departm ents o f saw m ills have
additional jo b s , including planer op era tors and g ra d e rs.
Logging operations
req u ire fa lle rs and buck ers who cut the tre e s; ground loa d ers who load logs on
trucks or w agons; and tru ck d riv ers who haul the logs out o f the w oods.
Of the
job s studied sep a ra tely , sk ill requirem ents w ere grea test fo r head-saw o p e ra to rs,
planer op era tors who set up their own m a ch in es, and g ra d e rs.
M ost southern saw m ill w ork ers are paid by the hour.
Only about 3 p e r ­
cent o f the w ork ers co v e re d by the study w ere paid on an incentive b a sis.
W omen
accounted fo r le s s than 1 p ercen t o f the production w ork ers in the industry.
M ills with labor-m an agem en t agreem ents cov erin g a m a jority o f their
production w o rk e rs accounted fo r a tenth o f the w o rk ers in the industry.
R e­
g ion ally, the prop ortion s w ere n early a fifth in the Southwest and le s s than a
tenth in the B ord er and Southeast reg ion s.
Among the 11 States fo r w hich
separate earnings data are rep orted , the prop ortion s o f w o rk ers in establishm ents
with union con tracts w ere n early three-tenths in A rk a n sa s, a fifth in T en n essee,
an eighth in T ex a s, and a tenth or le ss in the rem aining States.

A verage H ourly Earnings
S traigh t-tim e hourly earnings of production and related w o rk ers in
southern saw m ills and planing m ills averaged $ 1. 25 in June 1962 (table 1).
This
was an in cre a se o f 16 p ercen t above the earnings le v e l ($ 1. 08) in A p ril 1957,
when the Bureau conducted a sim ila r study of the in d u stry .4 V ariation s of a
few cents around the June 1962 average w ere found by loca tion , size of esta b ­
lishm ent, and type of w ood p ro c e s s e d .
R egion ally, earnings averaged $ 1 . 2 3 in the Southeast, $ 1 . 2 7 in the
Southwest, and $ 1. 28 in the B ord er States. In each of these re g io n s, m illw ork ers
far outnum bered w ork ers engaged in logging operation s. In the B ord er and South­
east re g io n s, m illw ork ers averaged a few cents an hour m ore than logging
w o rk e rs . In the Southwest, averages fo r the two groups of w ork ers w ere alm ost
identical.
Among the 11 States for w hich separate data are provided in tables
10 through 20, p rod u ction -w ork er averages ranged fr o m $ 1. 19 in G eorgia and
$1.21 in three other Southeastern States (Alabam a, M is s is s ip p i, and South Carolina)
to $ 1. 27 in Arkansas and $ 1. 29 in T ennessee.
A verages in each o f the five
rem aining States w ere $ 1. 26 an hour.
W ork ers in establishm ents with 100 or m ore em ployees averaged $ 1. 29
an hour— about 6 cents an hour m o re than w ork ers in the sm a ller establishm ents
(table 1).
In each o f the re g io n s, the level of earnings for production w ork ers
was higher in the la rg er establishm ents.
W orkers in establishm ents p rim a rily p ro ce ssin g hardwood averaged $1.28
an hour, 5 cents m ore than w ork ers in m ills p ro ce ssin g softw ood.
The average
wage advantage fo r w ork ers in hardwood m ills amounted to 6 cents an hour in
the Southeast, 3 cents in the B ord er States, and to 1 cent in the Southwest.
T en n essee, which had the highest lev el o f earnings among the 11 States fo r w hich
data w ere developed sep a ra tely , was a leading hardwood p rod u cer.
N ine-tenths
o f the w o rk e rs in T ennessee w ere in establishm ents p rim a rily p ro ce ssin g this
type o f lum ber.
Earnings o f w ork ers in establishm ents with logging operations (integrated
m ills ), averaged $ 1 . 2 5 an hour, the sam e as production w ork ers in m ills with
no logging w o rk e rs.
Am ong the re g io n s, p rod u ction -w ork er averages fo r these
two m ill groups did not v a ry by m ore than 3 cents.
Identical a vera ges
stationary sa w m ills. In two
saw m ills averaged about the
higher in stationary than in

($ 1. 24) w ere re co rd e d for w o rk e rs in portable and
reg ion s, earnings of w ork ers in these two types of
sam e. In the B order States the average was 4 cents
portable m ills .

The scope of the current study d iffers
som ewhat fro m the e a rlie r study; separate planing m ills and sp e cia l products
saw m ills w ere included in the cu rren t study but not in 1957.
It is estim ated
that the in clu sion o f data for these establishm ents had little, if any, effect on
the p ro d u ction -w ork er averages provided in this bulletin.

A pproxim ately 60 percen t o f the 110,726 w ork ers co v e re d by the study
earned $ 1. 15 an hour, the F ed era l m inim um wage at the tim e o f the study (table
2). 5 Two p ercen t of the w ork ers earned le ss than $ 1 . 1 5 , and a sim ila r p r o ­
p ortion earned $2 or m ore an hour.
T here was a heavy concentration at the
$ 1. 15 le v e l in each o f the region s.
This concentration w as g rea test, how ever,
in the Southeast, w here approxim ately tw o-thirds o f the w ork ers re c e iv e d the
F ed era l m inim um wage; the p rop ortion s amounted to half in the B ord er States
and to n ea rly half in the Southwest. Although logging w ork ers in m ills em ploying
few er than 13 such w ork ers are exem pt fro m the p rov ision s o f the F ed era l
m inim um wage law , only 4 percen t o f these w ork ers re c e iv e d le ss than $ 1 . 1 5
an hour (table 3).
O ccupational Earnings
The 30 occupational cla ssifica tio n s for w hich earnings data are presented
in table 4 accounted fo r approxim ately th ree-fifth s o f the production w ork ers
co v e re d by the study.
A verages fo r a ll but five o f these job s w ere within a
range o f $ 1. 16 to $ 1. 28 an hour.
B and-head-saw op era tors (em ployed only
in stationary m ills ), averaged $ 2 . 2 5 an hour, 58 cents m ore than the average
fo r the m uch la rg e r group o f cir cu la r -h e a d -s a w op era tors who are em ployed
in both portable and stationary m ills .
P laner op era tors who set up their own
m achines averaged $1.58; lum ber gra d ers (green chain), $ 1.45; and p lan ed-lu m ber
g ra d e rs , $ 1 . 4 1 .
V irtu ally all o f the w ork ers in the jobs selected fo r separate
study w ere m en.
R egion ally, occupational averages w ere gen era lly highest in the B ord er
States and low est in the Southeast region .
Job averages in the Southwest region ,
h ow ever, frequently equaled or exceeded those in the B ord er States.
This was
a lso usually true fo r occupations for w hich com p a rison s could be made in
T en n essee.
G en era lly, occupational averages w ere higher in m ills with 100 or m ore
w o rk e rs than in sm a lle r m ills (table 5).
O ccupational averages w ere usually higher in hardwood m ills than in
m ills p rim a rily p ro ce ssin g softw ood (table 6). In the Southwest region , h ow ever,
job a verages in softw ood m ills w ere frequently higher than, or the sam e a s,
those in hardwood m ills .
T here was no con sisten t relationship between the le v e l o f occupational
earnings in portable and stationary saw m ills (table 8).
Among the few job s perm itting com p a rison s by method of wage paym ent,
occupational a verages w ere substantially higher for w ork ers paid on an incentive
basis than fo r those paid tim e rates (table 9).
Individual earnings o f w o rk ers in the occupations selected for separate
study w ere g en era lly concentrated within com p a ra tively narrow lim its.
Thus,
in 8 o f the 11 States studied sep a ra tely , a m a jority o f the w o rk ers in m ost of
the job s fo r which^data m et publication c r ite r ia earned between $ 1 . 1 5 and $ 1. 20
an hour (tables 10 through 20).

Data w ere a lso obtained on w ork sch edu les, shift p r a c tic e s , and s e ­
le cte d supplem entary benefits including paid holidays and vacation s; retirem en t
plans; life in su ran ce; sick n ess and accident insurance; and h ospita l, su rg ica l,
and m e d ica l benefits fo r production w o rk e rs.

Scheduled W eekly Hours and Shift P r a c t ic e s . W ork schedules o f 40 hours
a w eek w e re in e ffe ct in m ills em ploying fo u r-fifth s o f the production w ork ers;
m ost o f the rem aining w o rk ers w ere scheduled to w ork 45 or m ore hours a w eek
(table 21).
L e ss than 4 percen t of the w ork ers w ere em ployed on late shifts at the
tim e o f the study. M ost com m on ly, these w o rk ers did not re c e iv e prem ium pay
fo r la te -s h ift w ork .

P aid H olidays. Paid h olidays, ranging fr o m 1 to 7 annually, w ere
p rovid ed fo r approxim ately a sixth of the production w ork ers in southern saw ­
m ills and planing m ills (table 22).
Holiday p rov ision s w ere som ewhat m ore
lib e r a l in the Southwest than in the other two region s.
Paid V a ca tion s. P aid vacations after qualifying p eriod s o f s e r v ic e w ere
p rovid ed by m ills em ploying a fourth of the w ork ers (table 23).
In the B ord er
and Southeast re g io n s, the m ost com m on vacation p ra ctice was a w e e k ’ s vacation
pay after 1 or m ore yea rs o f s e r v ic e .
P ro v isio n s for 2 w eeks o f vacation pay
after 5 y ea rs o f s e rv ic e w ere a lso rep orted by som e m ills in these reg ion s.
In
T en n essee, h ow ever, vacation p ro v is io n s , m ost com m only a w e e k ’ s pay after
1 yea r and 2 w e e k s ’ pay after 5 years o f s e r v ic e , w ere gen era lly sim ila r to
those rep orted in the Southwest.
Health, Insurance, and P ension P la n s. L ife , hospitalization, and su rg ica l
in su ran ce, fo r w hich the em ployer paid at lea st part o f the c o s t, w ere available
to slightly m ore than a fourth o f the production w ork ers (table 24).
A cciden tal
death and dism em berm en t, sick n ess and a cciden t, and m ed ica l insurance w ere
p rovid ed fo r approxim ately a sixth of the w o rk e rs.
P ro v isio n s fo r health and
insurance plans w ere found le ss frequently in the B ord er States than in the
other re g io n s.
P en sion benefits— providing regular payments fo r the rem ainder o f the
w o r k e r ’ s life upon retirem en t (other than benefits available under F ed era l o ld -a g e ,
s u rv iv o r s , and disa bility insurance)— w ere found in a few m ills , m ostly in the
Southwest.
N onproduction B on u ses.
A fourth o f the production w o rk ers w ere e m ­
ployed in m ills w hich provided nonproduction b on u ses, typ ica lly paid at Christm as
or year end (table 25).
T hese m ills accounted fo r about three-tenths o f the
w o rk e rs in the B ord er and Southeast regions and slightly m ore than an eighth
in the Southwest.
