CONDITION OF MEMBER BANKS IN LEADING CITI38 ,

General l i q u i d a t i o n of loans and d i s c o u n t s and corresponding d e c l i n e s
i n demand d e p o s i t s and bank r e s e r v e s a r e i n d i c a t e d in the Federal Reserve
Board's c o n s o l i d a t e d statement of c o n d i t i o n on October 15 of 823 member
banks in l e a d i n g c i t i e s .
As a g a i n s t nominal i n c r e a s e s i n the holdings of United S t a t e s bonds
and V i c t o r y n o t e s , those of Treasury c e r t i f i c a t e s show a r e d u c t i o n of 47.9
m i l l i o n s , compared w i t h an i n c r e a s e of about 44 m i l l i o n s f o r the p r e v i o u s
week, which saw the a l l o t m e n t of 124 m i l l i o n s of a new c e r t i f i c a t e i s s u e .
Loans secured by Government war o b l i g a t i o n s , i n c l u d i n g Treasury c e r t i f i c a t e s ,
( s o - c a l l e d war paper) d e c l i n e d by 1 1 . 1 m i l l i o n s * For the member banks i n
New York City r e d u c t i o n s of 13.4 m i l l i o n s in Treasury c e r t i f i c a t e s and of
4 . 4 m i l l i o n s i n war paper a r e seen. Loans secured by c o r p o r a t e o b l i g a t i o n s
show a r e d u c t i o n of 56-4 m i l l i o n s , a s l i g h t l y l a r g e r d e c r e a s e of t h i s item
being^ shown f o r the New York City members. Other loans and i n v e s t m e n t s ,
comprising l a r g e l y commercial loans and d i s c o u n t s , f e l l o f f 70 -8 m i l l i o n s ,
l a r g e l y o u t s i d e of New York City4. The combined r e s u l t of these changes i s
seen in a r e d u c t i o n of 182. 9 / m ioSaf loans and investments of the r e p o r t ing i n s t i t u t i o n s , of which over one-half r e p r e s e n t s the r e d u c t i o n a t the
New York member banks .
Accommodation of the r e p o r t i n g i n s t i t u t i o n s a t the Federal Reserve
Banks shows a decrease frora 2,24,3 .9 to 2,201-9 m i l l i o n s , or from over 13
to I 2 . 9 per c e n t of t h e . b a n k s ' t o t a l l o a n s and i n v e s t m e n t s . For the New
York City banks an i n c r e a s e in borrowings from the F e d e r a l Reserve Banks
from S4S .3 to 8 5 6 . 1 m i l l i o n s i s shown accompanied by a r i s e i n the r a t i o
of F e d e r a l Reserve accomodation from l 4 . 6 t o l4>9 p e r c e n t .
F u r t h e r withdrawals of Government f u n d s reduced the t o t a l Treasury
balance w i t h the r e p o r t i n g banks by 36 .6 m i l l i o n s , the New York City banks
r e p o r t i n g a d e c r e a s e under t h i s head of 16.6 m i l l i o n s . Other demand dep o s i t s ( n e t ) , because of the c o n s i d e r a b l e loan l i q u i d a t i o n e f f e c t e d during
the week, a l s o i n consequence of the continued withdrawals of f u n d s from
New York members by country banks i n t h e South and West f o r u s e i n a g r i c u l t u r e and crop moving, show a r e d u c t i o n of 232.3 m i l l i o n s , t h e Ne$v York City
banks alone r e p o r t i n g a r e d u c t i o n of t h i s item by 134.2 m i l l i o n s . Time
d e p o s i t s show a gain of 6 .3 m i l l i o n s , of which l e s s than 1 m i l l i o n i s the
gain a t the New York i n s t i t u t i o n s • As the r e s u l t of t h e heavy withdrawals
of d e p o s i t s from the banks in the l a r g e r c e n t e r s , t h e r e s e r v e b a l a n c e s of
the r e p o r t i n g i n s t i t u t i o n s show a d e c l i n e of 8 8 . 9 m i l l i o n s , of which 7 2 . 8
m i l l i o n s i s r e p o r t e d f o r member banks i n New York C i t y . Cash i n v a u l t f e l l
o f f 3 *6 m i l l i o n s , n e a r l y one-half of which r e p r e s e n t s t h e d e c l i n e a t the
New York City banks.
