S u b s t a n t i a l r e d u c t i o n i n the h o l d i n g s of Treasury c e r t i f i c a t e s , as a g a i n s t f u r t h e r i n c r e a s e s i n loans s e c u r e d by s t o c k s a n d bonds, a l s o i n o t h e r l o a n s and investments, i s i n d i c a t e d i n the F e d e r a l Be servo B o a r d ' s weekly s t a t e m e n t of c o n d i t i o n on December 26 of J$6 member banks i n l e a d ing c i t i e s . For the year ending December 2o, I 9 I 9 , the number of r e p o r t ing banks i n c r e a s e d from 759 t o 79°, w h i l e the amount of U- S. war o b l i g a t i o n s and war paper c a r r i e d by these banks d e c l i n e d from 3,056-9 to 2 , 6 2 0 . 9 m i l l i o n s , mainly as the r e s u l t of t h e r e d u c t i o n i n the volume of Treasury c e r t i f i c a t e s o u t s t a n d i n g . I n the meantime o t h e r loans and i n vestments of the r e p o r t i n g banks i n c r e a s e d from 10,334-3 to 12,670.4 m i l l i o n s , while t h e i r t o t a l loans and investments snow an i n c r e a s e f o r the y e a r from 13,659*4 m i l l i o n s to 15,620-4 m i l l i o n s . For the week ending December 26, I919, Treasury c e r t i f i c a t e s on hand show a f u r t h e r d e c l i n e of 54.5 m i l l i o n s , of which 36.6 m i l l i o n s r e p r e s e n t s the amount of n e t l i q u i d a t i o n r e p o r t e d by the New York City members. U n i t e d S t a t e s bonds on hand i n c r e a s e d 6 . 3 m i l l i o n s , while Vict o r y n o t e s d e c l i n e d - 3*9 m i l l i o n s , and war p a p e r , o x c l u s i v o of r e d i s counts w i t h F e d e r a l Reserve banks, 2 . 2 m i l l i o n s . These d e c l i n e s , however, a r c more t h a n f u l l y o f f s e t by i n c r e a s e s of 2 9 . 8 m i l l i o n s i n loans secured by s t o c k s and bonds, and of 3 0 - 1 m i l l i o n s i n o t h e r loans and i n vestments, l i k e w i s e e x c l u s i v e of r e d i s c o u n t s w i t h F e d e r a l Reserve banksThose r e d i s c o u n t s show an i n c r e a s e f o r the week from 792-3 t o 899.6 m i l l i o n s • Of t h e t o t a l i n c r e a s e of 107*3 m i l l i o n s a l l but 3 - 3 m i l l i o n s r e p r e s e n t s an i n c r e a s e i n customers' b i l l s o t h e r than war p a p e r . For t h e same week the r e p o r t i n g banks show an i n c r e a s e i n t h e i r own b i l l s payable w i t h the F e d e r a l Reserve banks from 8 4 6 . 1 t o 933-6 m i l l i o n s . Of the t o t a l i n c r e a s e of 57-5 m i l l i o n s under t h i s head a l l but 2 m i l l i o n s i s r e p r e s e n t e d by an i n c r e a s e i n the d i s c o u n t s of war p a p e r . Reserve balances w i t h t h e F e d e r a l Reserve banks, i n accordance w i t h the c o n s i d e r a b l e i n c r e a s e i n loan o p e r a t i o n s , show a g a i n of 3 0 . 2 m i l l i o n s , of which. 2 0 . 8 m i l l i o n s r e p r e s e n t s t h e i n c r e a s e f o r the Hew York City banks.
