H o l d i n g s of L i b e r t y bonds and V i c t o r y n o t e s show but n o m i n a l changes, w h i l e t h o s e of T r e a s u r y c e r t i f i c a t e s d e c l i n e d by 37 m i l l i o n s , t h e December 3 h o l d i n g s of 21G m i l l i o n s c o n s t i t u t i n g a low r e c o r d f o r t h e y e a r .
