T r e a s u r y c e r t i f i c a t e s on hand show a d e c l i n e of about 12.3 m i l l i o n s , i n d i c a t i n g
t h a t t h e b u l k of t h e 754 m i l l i o n c e r t i f i c a t e i s s u e due on November J had been del i v e r e d by s u b s c r i b i n g banks i n payment f o r L i b e r t y bonds. At the c e n t r a l r e s e r v e
c i t i e s the i n c r e a s e i n t h e c e r t i f i c a t e h o l d i n g s i s a p p a r e n t l y due t o a l a r g e e x t e n t
