CONDITION OF FEDERAL RESERVE BANKS,
Large r e d u c t i o n s i n the h o l d i n g s of d i s c o u n t e d b i l l s and a commensurate d e c r e a s e i n d e p o s i t l i a b i l i t i e s a r e i n d i c a t e d i n the Federal
Reserve Board 1 s weekly c o n s o l i d a t e d bank statement issued a s at close
of b u s i n e s s on December 17, 1920. These changes r e f l e c t l a r g e l y t h e
w e e k ' s heavy Government o p e r a t i o n s , i n c l u d i n g the redemption of the
p r i n c i p a l and the semi-annual i n t e r e s t coupons of about 700 m i l l i o n s
of t a x c e r t i f i c a t e s i s s u e d a t the beginning of the y e a r , the payment
of semi-annual i n t e r e s t on F i r s t L i b e r t y bonds and on V i c t o r y n o t e s ,
the i s s u a n c e of two new s e r i e s of t a x c e r t i f i c a t e s a g g r e g a t i n g about
590 m i l l i o n s and t h e h a n d l i n g of the l a s t q u a r t e r l y i n s t a l l m e n t of i n come and e x c e s s p r o f i t s t a x e s due on the 1 5 t h of the monthRedemption of l a r g e amounts of t a x c e r t i f i c a t e s enabled member
banks t o r e d u c e c o n s i d e r a b l y t h e i r i n d e b t e d n e s s to the Reserve Banks.
As a consequence the Reserve Banks f h o l d i n g s of paper secured by
Government war o b l i g a t i o n s show a d e c r e a s e of 10.3 m i l l i o n s , o t h e r
d i s c o u n t s on hand - a d e c r e a s e of 109*8 m i l l i o n s and h o l d i n g s of acc e p t a n c e s purchased i n open market - a d e c r e a s e of 10.1 m i l l i o n s *
An i n c r e a s e of 37 *3 m i l l i o n s i n T r e a s u r y c e r t i f i c a t e h o l d i n g s r e p r e s e n t s a p p r o x i m a t e l y the d i f f e r e n c e between the t o t a l of 93 m i l l i o n s
of s p e c i a l c e r t i f i c a t e s taken by t h r e e Reserve Banks to cover tempo r a r y advances to the Government and the amount of t a x c e r t i f i c a t e s
h e l d among t h e i r a s s e t s and p r e s e n t e d f o r redemption by the Reserve
Banks. T o t a l e a r n i n g a s s e t s a r e given as 3,223 ,8 m i l l i o n s , a decrease
of 92 »9 m i l l i o n s f o r the week ,
Of t h e t o t a l h o l d i n g s of about 1159 m i l l i o n s of paper secured by
Government war o b l i g a t i o n s 660,3 m i l l i o n s , or 57 p e r c e n t , were secured
by L i b e r t y bonds," 295 *4 m i l l i o n s , or 25 *5 per c e n t , by V i c t o r y n o t e s ,
and 203 .3 m i l l i o n s , or 17*5 per c e n t , by T r e a s u r y c e r t i f i c a t e s , as
a g a i n s t 54*9, 27-5, and 17 -6 per c e n t of a c o r r e s p o n d i n g t o t a l of
I I 6 9 -2 m i l l i o n s r e p o r t e d on t h e p r e c e d i n g Friday* Discounted paper
held by the Boston, P h i l a d e l p h i a and Cleveland Banks i n c l u d e s about
111 m i l l i o n s of b i l l s d i s c o u n t e d f o r f i v e o t h e r Reserve Banks i n the
South and Middle West, compared w i t h 125 -4 m i l l i o n s h e l d on the previous
F r i d a y f o r the same f i v e Banks and the Reserve Bank of New York, which
redeemed d u r i n g the week a t o t a l of 6#4 m i l l i o n s r e d i s c o u n t e d w i t h the
Cleveland Bank» Acceptance h o l d i n g s of the San F r a n c i s c o Bank a r e given
i n c l u s i v e of &*9 m i l l i o n s of bank a c c e p t a n c e s purchased from the New
York Bank.
Government d e p o s i t s show an i n c r e a s e f o r the week of 24 .8 m i l l i o n s ,
members 1 r e s e r v e d e p o s i t s f e l l o f f 20 *1 m i l l i o n s , w h i l e o t h e r d e p o s i t s ,
composed l a r g e l y of f o r e i g n government c r e d i t s and non-members* c l e a r ing accounts, i n c r e a s e d by about l 4 m i l l i o n s » In connection w i t h the
large volume of t a x chocks and d r a f t s r e c e i v e d by the Reserve Banks the
" f l o a t , r Sxxo-.-vs an i n c r e a s e of 126 -3 m i l l i o n s « Net d e p o s i t s , as a consequence, were 107*7 m i l l i o n s l e s s than t h e week b e f o r e F e d e r a l Reserve n o t e c i r c u l a t i o n shows an i n c r e a s e f o r the week
of 3 2 . 5 m i l l i o n s , a l l Reserve Banks, except those a t Cleveland, Minne a p o l i s and D a l l a s , r e p o r t i n g s u b s t a n t i a l i n c r e a s e s in t h e i r c i r c u l a t i o n

There was a l s o an i n c r e a s e of 2 , 9 m i l l i o n s i n F e d e r a l Reserve
Bank n o t e c i r c u l a t i o n . Gold r e s e r v e s show a further gain f o r the week
of 19.1 m i l l i o n s and t o t a l r e s e r v e s - a gain of 22,1 m i l l i o n s . Trie
Banks 1 r e s e r v e p e r c e n t a g e shows a r i s e from 4 4 , 5 to 45<6 per c e n t *
