This pam phlet contains the facsim ile signatures of the Chairm an and Deputy
Chairm an o f the Board o f Directors o f the Federal Reserve B ank o f New Y ork and
o f the officers authorized to sign on behalf of this B ank and its B uffalo B ranch. It
supersedes the pam phlet issued in January 1986, and the First Supplem ent thereto.
Evidence o f the authority o f other Bank em ployees — including Bank person
nel who have authority to sign correspondence and reconcilem ents and those who
have authority to sign docum ents “per procuration” or on behalf o f the B ank as
fiscal agent of the U nited States, G overnm ent agencies, or international organiza
tions — m ay be obtained upon written request directed to our Personnel D epart
m ent, or to the departm ent o f the B ank w ith responsibility for the activities to
w hich the docum ents relate.
All checks or drafts payable in foreign countries, and all foreign correspon
dence authorizing paym ents or transfers o f funds, or delivery o f securities or other
property, m ust bear the authorized signatures of two officers, and one o f such sig
natures shall be that of the President, the First Vice President, an executive vice
president, a senior vice president, a vice president, an assistant vice president, or
any other officer o f equivalent rank.
All instrum ents, docum ents, correspondence, and other papers in connection
with the transaction o f dom estic business need bear but one authorized signature.
