FED ER A L RESERVE BANK OF NEW YORK January 1984 To All Member Banks, and Others Concerned, in the Second Federal Reserve District: This pamphlet contains the facsimile signatures of the Chairman and Deputy Chairman of the Board of Directors of the Federal Reserve Bank of New York and of the officers authorized to sign on behalf of this Bank. It supersedes and replaces Operating Circular No. 1, Revised March 2, 1981, together with the Supplements thereto, which will no longer be issued as an operating circular. Our “ signature circular” has been revised in this manner in order to accommo date more closely the needs and interests of banking institutions in this District. Evidence of the authority of other Bank employees — including Bank personnel who have authority to sign correspondence and reconcilements and those who have authority to sign documents “per procuration” or on behalf of the Bank as fiscal agent of the United States, Government agencies, or international organizations — may be obtained upon written request directed to our Personnel Department. All checks or drafts payable in foreign countries, and all foreign correspon dence authorizing payments or transfers of funds, or delivery of securities or other property, must bear the authorized signatures of two officers, and one of such sig natures shall be that of the President, the First Vice President, an executive vice president, a senior vice president, a vice president, an assistant vice president, or an officer of equivalent rank. All instruments, documents, correspondence, and other papers in connection with the transaction of domestic business need bear but one authorized signature. A nthony M .
