COUNTERFEIT U. S. TREASURY NOTE COUPONS

To All Banks in the Second Federal Reserve D istrict:

Our Circular No. 5023, dated April 14, 1961, transmitted the following information to you:
W e have been requested by the United States Secret Service to alert all banks in this District
to the fact that counterfeit coupons, all bearing the due date o f October 1, 1960 and data identifying
them with 1 y2 per cent U. S. Treasury Notes of Series EA-1961, have been received by this Bank for
payment. Counterfeit coupons aggregating a large dollar amount already have been deposited with
a member bank in this District. Y ou r tellers should be warned to be on the alert fo r the appearance
of similar coupons.
Each o f the counterfeit coupons was in the amount o f $7.50, indicating that the Treasury notes
from which the counterfeits were purportedly detached were in the denomination of $1,000. Most o f
the counterfeit coupons presented to us bore serial numbers higher than No. 4900, which is the highest
serial number appearing on a genuine coupon from a $1,000 denomination Treasury note o f Series
EA-1961. The quality of the paper on which the counterfeit coupons are printed is inferior to the
quality o f the genuine coupon paper, and no attempt has been made to simulate the red and blue
fiber threads o f the genuine paper. The counterfeits are printed by a photo-offset process, whereas
genuine coupons are engraved; the color of the green ink on the face o f the counterfeit coupons is
lighter than on the genuine coupons.
I f any such counterfeit coupons are received by you, please notify the nearest office o f the United
States Secret Service immediately. The coupons should be marked fo r identification and forwarded to
the Secret Service, rather than to W ashington, D. C. In this District, the Secret Service has offices
in Room 801, Federal Office Building, 90 Church Street, New Y ork 7, N. Y . ; in the United States
Court House, Buffalo 1, N. Y . ; in the Post Office Building, Syracuse, N. Y . ; and in the Post Office
B uilding, Federal Square, Newark 2, N. J.

Another large amount of the counterfeit coupons described above was deposited recently
with a bank in this District. The coupons were identical to those described above in appear
ance, date, denomination, and all other characteristics, and again most bore serial numbers
higher than No. 4900.
The United States Secret Service again requests your cooperation in notifying its nearest
office if any such coupons are received by you. The Secret Service further states, “ It is impor
tant that those receiving the above information maintain it as confidential in order to prevent
the counterfeiters and passers from going underground

President.
