COUNTERFEIT TREASURY BILLS

To All Banking Institutions
in the Second Federal Reserve District:
The United States Secret Service has asked us to advise y o u as
follows:
The following information concerns counterfeit $10,000 Treasury
bills w hich recently appeared in Houston, At l a n t a and Greenville,
South Carolina.
1.

D e s c r i p t i o n of Counterfeits

The counterfeits purport to be $10,000 Treasury bills issued
August 28, 1973 and due and payable on August 27, 197^+.
They are identified in the payment b l o c k on the right face of
the instrument b y the legend "CUSIP 912793 T W 6" . The digits " 9 1 2793”
is the CUSIP identification c overing all Treasury bills. The series
"TW 6" identifies bills issued 8-28-73 and due 8-27-7^.
The legend "E 1966-6" appears in the lower right inner corner
on the face of the bills, "E" b e i n g the check letter, "1966" being
the series and " 6" b e i n g the face plate number.
Serial numbers appearing on counterfeits seized to date fall
w i t h i n the ranges "l72l+58^B" to "1721+595B" and "1738601B" to
" 1 7 3 8 6 1 5B".

M e t h o d of Manu f a c t u r e

W i t h the exception of the serial number w hich is printed typ o ­
graphically, the entire face and reverse of the counterfeits are
pr i n t e d b y the offset method. D i s t i nctive fibers are simulated by
red and bl u e p r i n t e d l i n e s .
Genuine Trea s u r y bills are produ c e d on distinctive currency
pa p e r and are, w i t h the following exceptions, pr i n t e d by the intaglio
p r o c e s s — (A) serial number and Treasury seal pr i n t e d typographically
in red; (B) payment information (CUSIP number, date due and payable,
etc.) contained in the b l o c k on the right face of the instrument is
added b y each of the issuing Federal R e serve Banks and their Branches
b y various processes, including typography, lithography, addressograph
plates, etc. Wit h the e x c e ption of the T reasury seal and serial
number, the face is p r i n t e d in b l a c k and the reverse in purple.

Description of Defects

(A) The digits comprising the serial number are poorly aligned
horizontally.
(B) There is a white line at nine o ’
clock in the cross-ruled
backg r o u n d of the portrait oval (J. Sherman).
(C) There are white defects at the top of the staff and the
right portion of the cross-bar of the "T ” in the large "UNITED".
(D) Small b l a c k dot in the shaded backg r o u n d at the base of
the "E" in the large "STATES".
(E) Black defect touching the upper left corner of the "M"
in "DEPARTMENT" in the fifth line of the legend under the words
"TEN THOUSAND DOLLARS".
(F) Black defect touching the top of the upper right staff
of the "Y" in "FULLY" in the eighth line of the legend b e l o w the
words "TEN THOUSAND DOLLARS".
(G) Black defect touching the upper right portion of the
first "R" in "TREASURY" in the twelfth line of the legend under
the words "TEN THOUSAND DOLLARS".
(H) Black defect touc h i n g the upper left corner of the "N"
in "NOT" in the twelfth line of the legend under the words "TEN
THOUSAND DOLLARS".
(I) There is a b l a c k dot in the inner white border just to
the left of the leaf-like embellishment in the T o w e r right corner.
The U.S. Secret Service has also informed us that on at least one
occasion an attempt was made to use the counterfeit Treasury bills as col­
lateral for a b a n k loan.
Should any counterfeit Trea s u r y bills be discovered, please
telephone the nearest office of the U. S. Secret Service.

The Secret Service has r e q u ested that dissemination of this infor­
m a t i o n be r e s t r i c t e d to banks, since public dissemination m a y hinder a current
i n v estigation of this m a t t e r b e i n g conducted b y the Secret Service. Additional
copies of this circular m a y b e obtained upon request directed to the U. S.
Secret Service.
