Second Supplement to Pamphlet Dated February 1996

To All Member Banks, and Others Concerned,
in the Second Federal Reserve District:

Notice is hereby given of the following changes in the list of officers authorized to sign on
behalf of the Federal Reserve Bank of New York, as set forth in this Bank’s pamphlet entitled
“Authorized Signatures,” dated February 1996:

New Signing Authority
J oseph S. T racy has been appointed an officer of the Bank with the title of Research
Officer. A facsimile of his signature follows:

Removal of Signing Authorities
G erald H ayden, Assistant Vice President, whose facsimile signature appears on page 10
of the signature pamphlet, has retired. Accordingly, his name should be removed from the
list of officers authorized to sign on behalf of the Bank.
A nn -M arie M eulendyke, Adviser, whose facsimile signature appears on page 11 of the
signature pamphlet, has retired. Accordingly, her name should be removed from the list of
officers authorized to sign on behalf of the Bank.

J ohn R. D earie, Bank Supervision Officer, whose facsimile signature appears in the First
Supplement to the signature pamphlet, has resigned from the Bank. Accordingly, his name
should be removed from the list of officers authorized to sign on behalf of the Bank.
M arc D. T ishfield, Markets Officer, whose facsimile signature appears on page 17 of
the signature pamphlet, has resigned from the Bank. Accordingly, his name should be removed
from the list of officers authorized to sign on behalf of the Bank.
