The D epartm ent o f the T reasury has announced the adoption o f a new
system fo r com m unicating interpretations o f and rulings under the Bank
Secrecy A ct, effective O ctober 2 2 , 1987.
Rulings th at the T reasury determines to have precedential value will be
published in the Federal Register, m ost likely on a quarterly basis. Requests
for interpretations and rulings must be submitted in writing, and contain all
o f the essential inform ation in order to be considered for publication by the
T reasury. Requests m ay be sent to:

W ritten requests for interpretations and rulings that the Treasury deter­
mines do not have precedential value will be answered by a private letter. The
T reasury will continue to accept requests for interpretations and rulings over
the telephone, but responses to oral inquiries will not be considered for
publication.
