Circular No. 9901
July 29, 1985

Uniform Installation Fee Schedule
For Electronic Connections to Federal Reserve Banks
To All Depository Institutions, and Others Concerned,
in the Second Federal Reserve District:

The Board of Governors of the Federal Reserve System has approved a new national installa
tion fee schedule for electronic connections to Federal Reserve Banks for priced services,
excluding dedicated book-entry securities connections.* The new fee schedule follows:

Vendor charges.......................
Hardware compatibility testing
Software compatibility testing

$ 300
Pass-through actual costs

$ 150

The fee schedule will become effective January 1, 1986, with the exception of the hardware
compatibility testing fee, which will become effective August 15, 1985.
The basic installation fee is designed to recover the costs associated with documentation, gen
eral training, coordination of the installation, and routine testing. Service-oriented training costs
will be allocated to the specific service and recovered through the transaction fees for the service.
Specific vendor charges, both shipping and installation fees, will be passed through directly to
depository institutions.

* The old schedule was as follows:

The hardware compatibility testing fee will be assessed with the connection of a specific hard
ware configuration that has not been previously tested in this district. We may charge less than the
stated fee for hardware testing if the configuration is essentially similar to one that has afready been
approved for use in this district. The fee may be charged for retesting of hardware configurations
that have been modified.
The software compatibility testing fee will be assessed if the software necessary to interface
with the Federal Reserve network is developed by a depository institution or an outside vendor. We
may charge less than the stated fee for software testing if the software to be implemented is essen
tially the same as software already in use in this district.
The retraining fee is designed to recover the cost of retraining depository institution personnel
or training additional depository institution personnel.
Enclosed is a revised Appendix B to our Operating Circular No. 8, which reflects the new
installation fee schedule. Questions on this matter may be directed to Henry F. Wiener, Assistant
Vice President, Electronic Payments Function (Tel. No. 212-791-5079).
