May 12, 1930 J Changes in Authorized Signatures For Library \ Notice is hereby given of the changes indicated below in the list of persons authorized to sign on behalf of the Federal Reserve Bank of New York, as contained in our Circular No. 970, dated March 19, 1930. W. RANDOLPH BUBGESS, formerly Assistant Federal Reserve Agent, has been appointed a Deputy Governor, effective May 1, 1930. Accordingly his name should be eliminated from the list of "Officers of Federal Reserve Agent's Function" on page 2 of Circular No. 970, and should be added to the list of Deputy Governors on page 3 of the circular. W. RANDOLPH BURGESS, Deputy Governor, will sign: i 2Tr-*S € *' DAVID MCELWAIN has resigned effective April 5, 1930. Accordingly his limited authority to sign per procuration has been revoked, and his name should be eliminated from the list of persons having such authority on page 6 of the circular. S. GRINSTED has limited authority to sign per procuration, but is not authorized to sign correspondence.
