FEDERAL RESERVE BANK OF NEW YORK r Circular No. 820 T LNovember 12, 1927J Nominations for Directors To the Member Banks in District No. 2: In accordance with the provisions of Section 4 of the Federal Reserve Act and my Circular No. 811 dated October 8, 1927, in regard to election of directors of this bank to succeed DELMEB RUNKLE, Class A director, and SAMUEL W. REYBURN, Class B director, whose terms expire December 31, 1927, there is given on the following pages the names of the candidates nominated for such directors, indicating by whom nominated. There is sent herewith to each bank in Group 3 a preferential ballot for use in voting on the candidates for Class A director and Class B director. There is also enclosed an envelope bearing on its face the certificate in regard to the vote; also a red colored envelope marked "Ballot", in which the ballot is to be sealed. The ballot and certificate on the envelope must be executed by the officer who has been authorized to cast the vote. A list of the designated officers was attached to my circular above mentioned. In order that the ballot may be secret, the name of the bank and of the voting officer should not be written on the ballot, but only on the certificate envelope. (1) After the preferential ballot has been marked, (2) It should be placed in the colored envelope marked "Ballot" and the envelope sealed. (3) Then after the certificate on the certificate envelope is executed the colored sealed envelope should be placed within and the certificate envelope sealed. (4) Then this certificate envelope containing the sealed ballot envelope should be returned to me in the enclosed self-addressed envelope. Under the law, the ballot must be returned so as to reach me within 15 days after its receipt. The polls will open on November 15 and close at 3 p. m. on December 1, 1927. At that time the ballot box will be opened in the Board Room of this bank, the sealed envelopes containing the ballots will be opened, the votes counted and results of the election announced. Any of the candidates is invited to be present or represented on this occasion. While the banks in Groups 1 and 2 will not vote in this election, this circular is sent to them without forms for their information. Respectfully, GATES W. MCGARRAH, Chairman of the Board. Nominee for Class A Director DELMER RUNKLE, OF HOOSICK FALLS, N. Y. President, Peoples National Bank of Hoosick Falls, N. Y. Mr. Runkle was born in Albany County, New York, in 1856 and began his banking career as a young man with the National State Bank of Troy. Later he had charge of the collection department of the Walter A. Wood Mowing and Reaping Machine Company of Hoosick Falls. In 1901 he organized the Peoples National Bank and served as cashier until 1912 when he became president. Mr. Runkle is a trustee of the Troy Savings Bank of Troy, director of the Noble & Wood Machine Company. Hoosick Falls, N. Y., director of the Dinkel & Jewell Company of Tarrytown. N. Y., trustee of the Samaritan Hospital of Troy, and trustee of the Cheney Free Public Library & Historical Rooms, Hoosick Falls, N. Y. In 1918 he was president of the New York State Bankers Association, and from 1915 to 1920 Treasurer of Rensselaer County for two terms. From 1925 to 1927 director of the Federal Reserve Bank of New York. REYBURN, OF NEW YORK, N. Y. President, Associated Dry Goods Corporation of New York Mr. Reyburn was born in Hot Springs County, Arkansas, in 1872, and graduated from the law department of the University of Arkansas in 1894. After engaging in law practice and in various business and financial enterprises, he -became president of the Union Trust Company of Little Rock, Arkansas. He held the office of City Treasurer of Little Rock for a time, Avas a member of the school board, and was also president of the Arkansas Bankers Association. Mr. Reyburn moved to New York City in 1914 and became president of the Associated Dry Goods Corporation. He is president of Lord & Taylor, director of the Home Life Insurance Company, the Interborough Rapid Transit Company, the Rapid Transit Subway Construction Company, and of the various subsidiaries of the Associated Dry Goods Corporation.
