The law pro v id es th a t th e b allo t sh all be cast w ith in 15 days a f te r re c e ip t of th e list of c an d id ates
tra n s m itte d herew ith. The polls w ill open a t 10 a.m., N ovem ber 17, 1970, a n d w ill close a t 12 noon on
W edn esd ay , D ecem ber 2, 1970, a n d in o rd e r to be co u n ted as v a lid the b allo t m u st be received b y me a t or
before th e la tte r tim e. U pon th e closing of th e polls th e ballo t box w ill be opened in th e b o ard room of th is
B ank, th e sealed envelopes c o n ta in in g th e b allots w ill be opened, th e votes counted a n d checked b y tellers,
an d th e re su lts of th e election an nounced. T he c an d id ates m ay, if th e y so desire, be p re se n t or re p re se n te d
on th is occasion.

Because banks in Groups 2 and 3 will not vote in this election, this circular is sent to them without
forms and for their information only.

As indicated in Circular No. 6613, dated October 7, 1970, section 4 of the Federal Reserve Act, as amended, provides
that whenever any member banks within the same Federal Reserve D istrict are subsidiaries of the same bank holding
company within the meaning of the Bank Holding Company Act of 1956, participation in the nomination or election of
directors of Federal Reserve Banks by such member banks, including such bank holding company if it is also a member bank,
shall be confined to one of such banks, which may be designated for the purpose by such holding company. Consequently,
the ballot of any bank in Group 1 affected by this provision of law cannot be counted as valid unless there is on file with me
evidence that such bank has been so designated.
